Job Description:
Under the direction of the Deputy Regional Director (DRD), the Budget Analyst III performs highly complex (senior-level) accounting, budget preparation, and expense reconciliation work. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment. Coordinates regional budget processes and reporting in alignment with established Health and Human Services (HHS) policies and procedures. Monitors, reviews, and analyzes budget expenditure patterns and trends to determine potential for reallocation, realignment, or adjustments to accomplish programmatic requirements.
Conducts accounting tasks such as budget certification forms, transfers, verifying funding codes, salary analyses, and invoice payments. Assists programmatic staff with budget forecasting and budget management, training, and reporting. Participates and tracks fiscal-related agency assignments and fiscal-related special initiatives. Performs back-up role for other region’s Budget Analysts as needed and other duties as assigned (i.e., regional cashier, contractor reporting, communication, and fleet operations).
Actively participates and/or serves in a supporting role to meet the agency’s obligations for continuity of operations activation during public health emergency response and recovery. Must comply with HHS, DSHS, Texas Department of Public Safety applicable policies/procedures/standards. This position is office-based in the Arlington regional headquarters, Monday-Friday, 8:00 am – 5:00 pm.
Essential Job Functions (EJFs):
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
Budgeting/ACCOUNTING (45%):
Develops, coordinates, and implements regional budget processes in alignment with Texas Health and Human Services (HHS) and Texas Department of State Health Services (DSHS) budgeting policies and procedures. Assess available funding and budget approval for entered requisitions, certifying/verifying funds, general ledger, and journal updates for purchases. Create and update annual funding spreadsheets. Tracks and reconciles cellular telephone invoices, hardware, and payments.
Tracks payments to vendors and research vendor status. May assist with submission and tracking of capital requests. Assists in the payment, tracking and process es development for regional Tuberculosis program’s client services. Prepares, reviews, and processes budget journals and transfers related to both salary and non-salaried revisions. Identifies, researches, and resolves budget errors.
