Job DescriptionThe Workforce Development Department of the North Central Texas Council of Governments is seeking a Senior Programs Specialist. The responsibility of this position is to assist with the oversight and management of Workforce programs such as Workforce Innovation Opportunity Act (WIOA), Temporary Assistance for Needy Families (TANF), Supplemental Nutrition Assistance Program (SNAP), Employment Services (ES), and Reemployment Services & Eligibility Assessment (RESEA), and other programs as implemented that promote the Workforce System.
This is accomplished by serving as a point of contact for assigned contracts, managing assigned contracts, and providing technical assistance to Subrecipient(s). Other duties include assisting in management and oversight of special projects, initiatives and/or program development activities, and other assigned special programs and/or projects. Candidates must be able to perform liaison duties with Subrecipient(s) and required community partners to ensure consistency with local board, state, and federal requirements.
Candidates should have three to five years of experience with Workforce Development programs and systems.
- Designs, develops, and implements Workforce program goals and objectives by analyzing federal and state program rules and regulations, determining effects on program operations, and developing administrative policies directing subrecipients and operating procedures.
- Manages contracts against goals and objectives in Statements of Work by continuously tracking performance; ensuring subrecipients meet required performance measures; completing reports required by the director, TWC and Board; determining necessary changes in operational procedures and implementing meet requirement of the contracts, including the Statement of Work and reviewing monthly budget reports to determine if expenditure requirements are being met according to the contract.
- Provides technical assistance and oversight to subrecipients delivering Workforce program services by communicating verbally and in writing with subrecipients, clarifying expectations of goals and objective and conducting and/or participating in one-on-one meetings, work groups, team meetings, general contract meetings, regional meetings, conference calls, and site visits to subrecipients.
- Researches and recommends additional program activities to improve service delivery by coordinating with outside organizations and agencies, Workforce staff and Council of Governments’ staff regarding procurements, contracts/agreements, service delivery and operational issues, researching and assisting in grant writing opportunities and interpreting federal and state regulations to internal and external partners.
- Supports the North Central Texas Workforce Board Committees and Board members by analyzing and compiling information for various programs, presenting recommendations and updates to appropriate Committees, including the Workforce Board, and taking necessary action for the implementation of Board approved items.
- Serve as a liaison between local and state agencies, Workforce Development, and the Agency related to Workforce programs by attending meetings and/or events; coordinate and/or participate in stakeholder meetings with program partners; serve on work groups at the local and state level.
- Assists in the development and execution of program contracts and amendments by assisting in the negotiation of contracts, operational budgets, and the development of statements of work; ensuring contracts are current and ensuring amendments are executed in a timely manner.
- Travel within the 14-county Workforce Development area and travel outside the region to attend meetings, conferences, workshops, and seminars related to programs assigned.
