Essential Job Functions
  • Perform unannounced field asbestos compliance inspections, collect samples, take photographs, and retrieve notification data from the Regulatory Administrative System (RAS) database. (50%)
  • Create inspection reports using Iron Data Mobile (IDM) software, Microsoft Word, and Excel, summarizing observations and findings, including deficiencies. (15%)
  • Provide compliance assistance to the regulated community and the public; answer technical questions, deliver outreach material, and engage in public speaking assignments. (15%)
  • Perform Lead compliance inspections, create inspection reports, review records, and ensure compliance with relevant regulations. (5%)
  • Attend meetings, training, conferences, and administrative hearings; maintain required accreditations and EPA training. (5%)
  • Prepare weekly activity reports, travel requests and vouchers, and other administrative tasks as assigned; proctor state exams for licensure. (5%)
  • Perform other duties as assigned, including emergency relief duties in disease outbreaks and environmental/weather emergencies. (5%)
Knowledge, Skills, and Abilities
  • State and federal regulations pertaining to environmental and consumer health, including TAHPA, NESHAP, and TELRR.
  • Asbestos and its health effects; asbestos control and related illnesses.
  • Inspection and investigative principles, techniques, and procedures.
  • Performing compliance inspections, documenting evidence, collecting samples, training new inspectors, and writing reports.
  • Public speaking.
  • Using computers, including word-processing software and databases.
  • Writing and reviewing technical reports, including asbestos and lead project documents.
  • Organize and prioritize workloads to meet deadlines.
  • Plan, organize, and execute projects with minimal supervision.
  • Deal tactfully and effectively with the public and the regulated community, communicating requirements of government regulations.
  • Work in a team environment and under minimal supervision.
  • Communicate effectively with staff, the regulated community, the media, and the public.
  • Move at least 25 lbs of equipment, use safety equipment, climb ladders, and work in confined spaces during inspections.
  • Provide transportation.
  • Maintain confidentiality of information and documents.
  • Work at times including evenings, weekends, and may require overnight travel.
Initial Screening Criteria
  • Education:

    A bachelor’s degree from an accredited four-year college or university with major coursework in environmental or natural sciences, environmental engineering, public health, or a related field is preferred.
  • Experience:

    Conducting compliance inspections, complaint investigations, or surveys, and interpreting or enforcing laws or regulations.
  • Experience and education may be substituted on a year-for-year basis.
