ROLE AND

PURPOSE:

The Grievance Hearing Officer and Compliance Manager serves as the district's primary Level I Grievance Hearing Officer and supports the management of the district's grievance process. This includes receiving, reviewing, investigating, and responding to employee grievance complaints in accordance with district policies. This position will be dedicated to ensuring Level I Grievances are handled in a timely, fair and consistent manner.

In addition, the Grievance Hearing Officer and Compliance Manager assists in supporting SBEC reporting requirements and other Human Resources compliance related processes as assigned.

QUALIFICATIONS:

Education/

Experience:
  • Bachelor's Degree, required.
  • Minimum four (4) years of progressively responsible experience in employee relations, investigations, compliance, grievance administration, human resources management, or a related field required or a minimum of 4 years experience in campus administration (principal, assistant principal, dean).
  • Experience conducting workplace investigations, managing employee relations matters, or administering grievance processes preferred.
  • Experience interpreting and applying federal and state employment laws and regulations preferred.
  • Public school district Human Resources and/or campus administration experience preferred.
  • Experience with educator misconduct investigations, SBEC reporting requirements, or regulatory compliance processes preferred.
SPECIAL KNOWLEDGE AND

SKILLS:
  • Working knowledge of workforce management practices, district policies, employee handbook guidelines and their application in day-to-day operations.
  • Working knowledge of employment law (including FMLA, ADA, EEOC, and Title VII) and the ability to apply these statutes to employee relations matters.
  • Strong interpersonal skills, polished verbal and written communication skills, and conflict resolution skills with the ability to effectively support and advise administrators and employees.
  • Proficiency in Microsoft Word, PowerPoint, Excel, and Google applications, with the ability to analyze data and support compliance reporting requirements.
  • Strong organizational and time management skills, with the ability to manage multiple priorities and meet deadlines.
  • Ability to maintain high standards pertaining to confidentiality.
MAJOR

RESPONSIBILITIES AND DUTIES:

I. Grievance Management:
  • Serve as a primary point of contact for the grievance process, receiving, reviewing, and tracking employee complaints and concerns.
  • Coordinate formal grievance hearings, including assigning hearing officers, reserving conference rooms, communicating with all parties, and collaborating with the Legal Department.
  • Act as the primary Level I Hearing Officer for grievances across the district.
  • Assist in managing grievance proceedings to ensure fairness, consistency, and alignment with district policies.
  • Maintain grievance records, including logs, files, and electronic documentation, and produce reports as requested.
  • Work collaboratively with staff and management to facilitate resolution of grievances and provide guidance throughout the process.
  • Assists in investigating complaints involving district employees, parents, or external parties, under the guidance of senior HR staff.
  • Conduct investigations using personal contact, record review, interviews, and, when appropriate, on-site visits.
  • Collects and organizes evidence, maintaining confidentiality and appropriate documentation.
  • Prepares written summaries and documentation of investigations in a thorough and timely manner. May work with external agencies as needed, including Child Protective Services, Arlington Police Department, Texas Education Agency, Texas Workforce Commission, and the Equal Employment Opportunity Commission.
II. SBEC Reporting:
  • Review employee misconduct cases, investigative findings, and employment actions to determine reporting obligations under Texas Education Code and SBEC rules.
  • Coordinate the preparation, submission, and maintenance of required reports to the State Board for Educator Certification (SBEC).
  • Monitor statutory timelines and ensure timely submission of all required educator misconduct reports.
  • Maintain confidential records related to misconduct investigations, compliance reviews, and regulatory reporting activities.
III. Training and Development Support
  • Assists in the execution and delivery of campus-based and district-level training and development programs.
  • Supports staff and administrators in participation and delivery of training and professional development modules.
  • Collaborates with supervising administrators and managers to develop and recommend tools and resources to support talent development initiatives.
