Position Summary

Under the supervision of the Regional Director/Assistant Regional Director, this position supervises regional team members and team coordinators in the completion of investigations and certification surveys in the Home and Community-based Services (HCS) and Texas Home Living (TxHmL) Medicaid Waiver Programs to determine program provider compliance with regulations and rules. This position will participate as an active member of the Regional Management Team.

Ensure time frames are met for all visits and data entry is completed by deadlines. Assists the RD/ARD in performing administrative tasks as assigned. Coordinates and oversees on-site visits regarding program provider response to finalized investigations of abuse, neglect, or exploitation; complaints, and death of individuals in the HCS and TxHmL programs. This position will plan, assign, and supervise the work of others.

Local and occasional statewide travel is required.

Essential Job Functions (EJFs)
  • Supervises staff including planning work schedules, monitoring output, and ensuring compliance with policies and procedures.
  • Coordinate the activities and the department resources for a HCS and TxHmL unit.
  • Schedule surveys, certifications, complaints, and follow-up visits to meet federal and state guidelines, protocol, and time frames.
  • Evaluates program, procedures, or processes for effectiveness and reports results or makes recommendations to resolve issues or improve performance.
  • Plans, participates in, and monitors staff training.
  • Selects, manages, and develops staff through conferences, mentoring, training, and performance appraisals.
  • Expected to serve as liaison for assigned area on complex issues with agency staff or outside entities.
  • In the event of emergency contract action, be available to provide oversight and communication to other entities to ensure the well-being of individuals.
  • Be available for on-call duties for emergencies such as weather events or high-priority situations at providers.
  • The program manager is expected to testify at hearings or in court proceedings to provide information regarding policy, procedures, history, findings, or activities.

  • Knowledge of HCS/TxHmL waiver programs and delivery of services to people with intellectual and developmental disabilities.
  • Knowledge of reporting and investigation of abuse, neglect, and exploitation in waiver programs.
  • Knowledge of and ability to interpret local, state, and federal laws and regulations relevant to the program area.
  • Ability to work with a diverse group of individuals, advocates, and other professional agencies.
