Job DescriptionUnder the general direction and supervision of the Deputy Regional Director, the Program Manager oversees the operations and activities of the Public Health Emergency Preparedness and Response program in Region 2/3, supervising seven team members, developing strategic goals, managing budgets, and coordinating with regional and statewide partners. The role serves in incident command structure, may require non‑business hours and independent travel throughout Texas, and is office based weekdays 8am‑5pm.
EssentialJob Functions
- Program management and development: collaborate with RMD and DRD to develop strategic goals and plans, oversee ESF 8 operations, coordinate statewide strategies, develop and implement plans for the Regional Health and Medical Operations Center, and serve as director during emergencies.
- Management of people: coordinate daily activities, coach and provide performance management for the PHEPR team, handle all personnel management activities including hiring, performance, and travel approvals.
- Budget management: plan and manage the program's budget, coordinate with budget analysts and regional leadership to plan fiscal year and address issues.
- Public health emergency response: participate in special projects, be on call, complete Incident Command System courses, support statewide efforts, maintain compliance with DSHS policies.
- Knowledge of management practices, change management, public health preparedness & response, public health law, data management, budgeting.
- Skill sets: logical reasoning, use of Microsoft Office, program procedure development, professional communication, team guidance.
- Abilities: work under minimal supervision, manage daily functions, identify problems and implement solutions, organize workloads, plan and supervise others, maintain relationships, travel independently.
Texas driver's license or license from another state with intent to obtain Texas license.
Initial Screening Criteria- Bachelor's or Master’s degree in a public health-related or emergency/disaster management field.
- Documented state-level program management experience in planning, implementation, budgeting, and evaluation.
- Documented state-level personnel management experience including hiring and dismissal.
- At least seven (7) years of public health preparedness, emergency management, or disaster response experience.
- Must be legally authorized to work in the U.S. without sponsorship.
