ResponsibilitiesAs the Program Analyst II you will support program management office (PMO) functions, procurement operations, and financial management for a large enterprise IT contract within a complex DOD environment consisting of domestic and international infrastructures and data centers. You will be involved with managing program financials, coordinating procurement activities, tracking deliverables, and providing analytical support to ensure contract performance and compliance with federal acquisition requirements.
Additionally, in this position you will:
- Prepare and manage Monthly Expense Reports (MER) and program invoices
- Track budget execution, analyze variances, and provide financial forecasting support
- Maintain financial tracking systems and provide cost visibility reporting to program leadership
- Support travel administration and expense management activities
- Manage equipment procurement processes from requisition through delivery, ensuring compliance with American Systems and Client procurement processes
- Coordinate with vendors, contracting officers, and security personnel to facilitate equipment approvals in classified environments
- Track procurement status, maintain equipment inventory records, and manage shipping/receiving coordination
- Support bid analysis and vendor selection processes as needed
- Maintain procurement documentation and ensure alignment with federal acquisition regulations
- Track and report on contractual deliverables to ensure timely submission and compliance with contract requirements
- Prepare and maintain program status reports, dashboards, and executive briefings for government and internal stakeholders
- Manage program documentation including meeting minutes, action item registers, risk logs, and decision registers
- Support schedule management and milestone tracking across multiple concurrent projects
- Develop process improvements for PMO operations, procurement workflows, and financial reporting
- Support project managers with data analysis, reporting, and administrative coordination
- Facilitate stakeholder communication and ensure alignment across program activities
- Analyze program cost data to identify trends and provide actionable financial insights

- Bachelor's degree in Business Administration, Information Technology, or a related field.
- Must have an active Secret clearance with the ability to obtain a Top Secret with SCI eligibility or have an active Top Secret with SCI eligibility.
- Will be subject to a federal background investigation.
- 3+ years of experience in business analysis, program coordination, financial management, or procurement support, preferably in federal contracting or DOD environments.
- Strong financial analysis skills and experience with budget tracking and reporting.
- Experience with government contract financial management (MER, invoicing, accruals).
- Proficiency in Microsoft Office Suite, particularly Excel for financial analysis and Power
BI for reporting dashboards. - Basic knowledge of data modeling and process mapping techniques.
- Strong communication and stakeholder management skills.
- Ability to analyze data and provide actionable insights.
- Ability to manage complex data sets (e.g., budget forecasting, travel administration, asset procurement, policy tracking, network management).

- USD $/Yr. Actual compensation will be determined based on several factors permitted by law.
