POSITION
DESCRIPTION:
The Program Acquisition Analyst plays a critical role in supporting the Principal Assistant Program Manager (PAPM) for Acquisition and Finance, and the program office in managing and executing large-scale Department of Defense (DoD) acquisition programs. This position is responsible for managing a wide range of Acquisition reporting and documentation requirements associated with ACAT I and ACAT II programs, ensuring alignment to external stakeholder requirements as well as consistency and accuracy of Program communications.
The Program Acquisition Analyst must concurrently manage various long-term and short-term deliverables in close coordination with multiple teams to ensure delivery on time to Senior Leadership. A successful Program Acquisition Analyst is effective at managing conflicting priorities, communicating status in advance of the due date, and can work within groups to develop and present a clear and cohesive product. The Program Acquisition Analyst must be forward looking, and able to forecast programmatic risks in response to new information.
This is a hybrid position requiring 3 days onsite at either our Crystal City HQ or the Washington Navy Yard.
- Serve as the lead for multiple high-impact Acquisition reports including RDAIS reporting, MSAR, Budget Development, POM, Gate Reviews, and Execution Reviews.
- Communicate with senior leadership reporting status, maintain recurring reports, and work to anticipate/mitigate any schedule delays throughout the year.
- Work with Program-Office and NAVSEA specific task planning and reporting systems such as RDAIS, DAVE, and PBIS.
- Collaborate with individual Programs of Record (IPOR) Program Analysts to ensure their plans are balanced and aligned with overarching program requirements.
- Audit buildup up of tasks to ensure alignment with program priorities and budget exhibits.
- Facilitate communication with multiple stakeholders, including field activities, contracting activities, and Original Equipment Manufacturers (OEMs).
- Provide collaboration and clarification on Program status questions pertaining to Schedule, Performance, Cost, Sustainment, and Funding.
- Deliver ad hoc briefs to the PM, DPM, and PAPM on the status of the planning process and provide comprehensive updates on the execution of all current funding lines.
- Bachelor’s degree in Business, Finance, Project Management, or a related field.
- Minimum of 5 years of experience in program analysis or project management roles with demonstrated leadership capabilities.
- Proven experience in managing budgets, task planning, and executing funding changes.
- Proficiency in Microsoft Office Suite, including Excel, Word, and PowerPoint.
- Strong communication and organizational skills with the ability to work across multiple projects and stakeholders.
- Familiarity with advanced Excel techniques for data analysis and reporting.
- Strong knowledge of the NAVSEA Enterprise Planning System (NEPS).
- PMP certification or equivalent project management experience.
- Knowledge of Navy online systems, such as PBIS, COBRA, RDOCS, PDOCS, Advana, RDAIS, and DAVE.
