The Opportunity:
This position offers the opportunity to directly support the Joint or Service Headquarters in advancing its mission by managing and implementing international cooperative agreements that strengthen global defense partnerships and enhance interoperability with key allies. As an Associate International Agreements Analyst, you will play a pivotal role in shaping and managing a portfolio of International Cooperative Research, Development, and Acquisition (ICRDA) agreements.
This headquarters-based role entails strategic advising, policy support, and cross-program coordination to ensure success and continuity of international cooperation efforts.
Your efforts as an International Agreements Analyst will directly supp ort a dvancing the Department of War ( DoW ) global armaments cooperation strategy while contributing to the overarching goal of allied defense integration and U.S. technological superiority . In this critical role, you will analyze and implement international agreements while serving as a catalyst for the DoW 's global partnership initiatives, enabling success in an increasingly interconnected defense environment .
As an International Agreements Analyst, you will serve as a strategic advisor and key staff officer, driving the development, coordination, and execution of Service Headquarters' global armaments cooperation strategy. You will ensure the successful negotiation and management of bilateral and multilateral armaments agreements, aligning them with DoW and Service Headquarters policies. You will oversee agreement processes, provide authoritative guidance to stakeholders, and ensure enterprise-wide consistency across international cooperative initiatives.
This role also requires managing the International Online (IOL) repository, enhancing data infrastructure to convert raw data into actionable intelligence, and training stakeholders through workshops, briefings, and negotiation preparation sessions. Additionally, you will have the opportunity to represent Service Headquarters organizations in negotiations with interagency and foreign counterparts, support the execution of complex agreements, and refine operational strategies based on data-driven insights while ensuring policy continuity and compliance within the U.S. Government framework.

You Have:
- 4+ years of experience in international affairs or national security policy
- Knowledge of program management, budget management, diplomacy, and international relations
- Knowledge of science and technology
- Ability to conduct intensive technical research
- Ability to analyze complex policies and agreements
- Ability to coordinate cross-program initiatives including operational continuity and collaborative alignment among stakeholders
- Ability to work under pressure and adapt to changing circumstances
- Secret clearance
- Bachelor's degree
- Experience in engineering
- Experience in international or interagency negotiations including defense-related topics
- Experience with processes and practices within government or defense-related organizations
- Knowledge of Service Headquarters-level organizations, roles, and missions
- Possession of strong attention to detail, verbal and written communication, and excellent interpersonal skills
- Top Secret clearance
- Master's degree
