RequirementSAMM Modernization – Security Cooperation and Policy Advisor

Job Description

The candidate will support the Defense Security Cooperation Agency (DSCA) in advancing the SAMM Modernization Initiative. In this role, you will contribute security cooperation (SC) and policy subject-matter expertise to the development and implementation of AI-enabled solutions, including a chatbot and a follow-on policy reconciliation capability. You will work closely with stakeholders and SMEs to translate policy expertise into functional guidance for how the AI-enabled solutions should operate, help shape work products and decision-support materials, and support broader implementation efforts.

The role is well-suited for a professional with strong SC and policy experience who can advise the project team and help ensure the resulting solutions are accurate, practical, and aligned with the DSCA mission and operating environment.

Key Responsibilities
  • Serve as a subject matter advisor on SC policy and the DSCA operating environment for the broader SAMM Modernization team.
  • Provide policy interpretation and context to help shape functional requirements, work products, and recommendations.
  • Contribute to policy corpus readiness, content review, and policy preparation activities as needed. Support development of governance considerations related to policy ownership, content lifecycle, review cycles, and maintenance approaches.
  • Support development of functional requirements and business rules for policy-related AI-enabled support features.
  • Contribute to evaluation, testing, and quality assurance discussions to ensure outputs are consistent with policy intent and user needs.
  • Support current state assessments, process improvement, and future state design efforts.
