Demonstrated experience supporting Department of Defense logistics modernization, business analysis, cost modeling, capability integration, stakeholder engagement, and executive decision support for senior military leadership.

Position Summary

The Senior Business Specialist
- Logistics Modernization, Cost Modeling, and Stakeholder Integration provides senior-level business analysis, logistics modernization, and strategic integration support to Headquarters Marine Corps (HQMC), Installations and Logistics (I&L), and the Global Positioning Network (GPN) Program. Working on-site at the Pentagon, the position provides analytical support for modernization initiatives, capability development, cost analysis, and stakeholder coordination that enable informed decision-making by Headquarters Marine Corps leadership.

The Senior Business Specialist serves as the principal contractor lead for evaluating modernization initiatives, developing cost models, assessing business impacts, and supporting alignment of modernization plans with Planning, Programming, Budgeting, Execution, and Assessment (PPBEA) activities and Program Objective Memorandum (POM) planning cycles. The position collaborates with Combat Development & Integration (CD&I), Office of Naval Research (ONR), Defense Innovation Unit (DIU), Marine Corps Systems Command (MARCORSYSCOM), Office of the Chief of Naval Operations (OPNAV), and other Department of Defense organizations to evaluate emerging technologies, modernization priorities, and implementation strategies.

Working under Government direction, the position develops decision-quality analyses, business cases, cost-benefit assessments, risk analyses, executive briefings, and recommendations supporting logistics modernization while Government personnel retain responsibility for final POM decisions, programming, budgeting, acquisition, and resource allocation.

Required Qualifications
  • U.S. Citizen with an Active Top Secret/SCI security clearance and ability to obtain a CAC card.
  • Bachelor's degree in Business Administration, Logistics, Supply Chain Management, Operations Research, Systems Engineering, Economics, Finance, Public Administration, or a related discipline.
  • Eight (8+) years of experience supporting Department of Defense logistics modernization, business analysis, strategic planning, cost analysis, or headquarters operations.
  • Demonstrated experience supporting Headquarters Marine Corps, Department of the Navy, Joint Staff, Marine Corps Systems Command, Combat Development organizations, or equivalent Department of Defense headquarters.
  • Experience conducting cost modeling, business case analysis, cost-benefit analysis, affordability assessments, or return-on-investment (ROI) evaluations.
  • Experience supporting Planning, Programming, Budgeting, Execution, and Assessment (PPBEA) activities and Program Objective Memorandum (POM) development.
  • Experience identifying operational risks, performance metrics, implementation strategies, and modernization priorities.
  • Experience coordinating with multiple Government organizations and external stakeholders supporting capability development and logistics modernization.
