Position OverviewWe are seeking an experienced Senior Navy POM Strategist / Resource Management Analyst to support our Department of the Navy (DoN) clients in aligning strategic military priorities with long-term fiscal plans. In this role, you will serve as a subject matter expert navigating the Planning, Programming, Budgeting, and Execution (PPBE) lifecycle. You will directly assist Resource Sponsors and Action Officers in building, defending, and optimizing the Navy’s Program Objective Memorandum (POM) submission across the five-year Future Years Defense Program (FYDP).
This role requires someone who understands the Navy Planning, Programming, Budgeting, and Execution (PPBE) process from the resource sponsor perspective and can actively support the development, coordination, analysis, and management of Program Objective Memorandum (POM) activities.
The ideal candidate is a former Navy Action Officer or Resource Sponsor staff member with OPNAV experience and understands how requirements, resources, priorities, and senior-leader decisions come together to support the POM.
We are looking for someone who understands how the Navy builds and manages a program, can navigate the POM process, and can help senior leaders turn priorities and requirements into defensible resource decisions.
Key Responsibilities- Support the full lifecycle of Navy POM development and resource sponsorship activities, including planning, issue development, analysis, coordination, adjudication, and senior-leader decision support.
- Translate high-level strategic guidance (e.g., National Defense Strategy, CNO Navigation Plan) into actionable capability and resource requirements.
- Lead client teams through the Programming phase of the PPBE cycle, identifying resource imbalances, structural deficits, and unfunded priorities.
- Draft high-impact Issue Papers, impact statements, senior leadership briefings to defend Navy program lines during internal and external Office of the Secretary of Defense (OSD) reviews.
- Coordinate complex programmatic inputs between various OPNAV codes (e.g., N80, N81, N82), resource sponsors, and Portfolio Acquisition Executives (PAEs)
- Formulate point papers, technical briefings, and justifications to defend naval program lines during internal resource reviews.
- Conduct rigorous "what-if" impact analyses on proposed funding adjustments, assessing the operational and readiness risks of potential resource reductions.
- Document, track, and maintain a rigorous historical log of program changes, controls, and baseline adjustments throughout the active programming cycle
- Develop and evaluate programming issues, resource requirements, offsets, funding alternatives, and investment priorities across the Future Years Defense Program (FYDP).
- Analyze funding profiles and programmatic impacts across appropriations, fiscal years, and competing requirements.
- Support development of POM issue papers, decision briefs, reclamas, impact statements, data calls, budget exhibits, and senior-leader briefing materials.
- Track and manage POM actions, decisions, deadlines, dependencies, and changes throughout the programming cycle.
- Facilitate working sessions and leadership discussions to identify priorities, evaluate tradeoffs, resolve resource issues, and develop recommendations.
