Bloom Consulting, LLC is seeking a hands-on Senior Contracts Administrator to own the day-to-day administration and financial oversight of our federal government subcontracts. This is a senior-level individual contributor role—not a delegation-focused management position. The successful candidate will work directly with the CEO, Accounting, Program Management, and prime contractors to keep contracts accurate, funded, invoiced, documented, compliant, and moving forward.
This role requires someone who can independently work through incomplete or conflicting information, identify the source of discrepancies, determine corrective action, and follow every contractual task, email, data call, and customer request through completion without waiting to be prompted.

The successful candidate will work directly with the CEO, Accounting, Program Management, and prime contractors to keep contracts accurate, funded, invoiced, documented, compliant, and moving forward.

Primary Responsibilities- Administer federal subcontracts, task orders, purchase orders, modifications, deliverables, option periods, closeouts, and contractual correspondence from award through completion.
- Maintain accurate contract records for funding, CLINs, LCATs, rates, periods of performance, ceilings, deliverables, modifications, and required supporting documentation.
- Monitor actual labor and contract burn against available funding; prepare funding-exhaustion and labor projections and identify shortfalls before they become issues.
- Reconcile contracts, modifications, proposals, timekeeping, invoices, accounting records, and prime-contractor data; investigate discrepancies, determine the source, quantify the impact, and recommend corrective action.
- Serve as a day-to-day contractual contact with prime contractors; respond to emails, data calls, certifications, questionnaires, and action items and proactively follow open items through resolution.
- Work closely with accounting to validate labor, rates, funding, invoice support, billing accuracy, unbilled amounts, payment status, and contractual documentation.
- Support the CEO with proposal pricing, including labor categories, rates, escalation, staffing assumptions, T&M/FFP structures, option years, travel/ODCs, and other business-volume inputs.
- Review solicitations, awards, and modifications for contractual requirements, risks, flow-downs, pricing impacts, and differences from Bloom's proposal.
- Research and apply FAR, DFARS, prime-contract flow-downs, and other requirements; provide leadership with facts, supporting documentation, options, and a recommended course of action.
- Maintain audit-ready files and ensure required supporting documents, approvals, certifications, employee qualifications, pricing support, invoices, and correspondence are complete and current.
- Support SAM.gov, DCAA/DCMA or prime-contractor reviews, CMMC-related contractual requirements, and other federal compliance/data-call activities.
- Develop practical SOPs, trackers, checklists, templates, and workflows that improve execution and scale with Bloom's growth while continuing to perform the underlying work.
- 5+ years of hands-on federal government contracts or subcontracts experience, preferably supporting DoD; equivalent education and experience considered.
- Working knowledge of FAR/DFARS and demonstrated experience with T&M and FFP contracts; IDIQ/task-order experience strongly preferred.
- Experience with contract funding, labor categories, billing rates, modifications, invoicing support, deliverables, and closeout.
- Strong analytical and Excel skills with the ability to reconcile financial and contractual data, build projections, and identify the cause of discrepancies.
- Experience communicating directly with prime contractors, customers, Accounting/Finance, and executive leadership.
