Blue Sky Innovative Solutions LLC is seeking an experienced Project Manager - Administrative and Operational Support to support a high-visibility organizational transformation initiative for the Department of Homeland Security (Client) Cybersecurity and Infrastructure Security Agency (CISA). The program will help CISA strengthen how it operates in its role as the National Coordinator for the Security and Resilience of U.S. Critical Infrastructure, translate assessment findings into implementation, and provide the executive and operational support needed to embed improvements into day-to-day operations.
In this role, you will manage the day-to-day execution of CISA's administrative and operational support workstream. You will control the operational queue, assign and balance work, manage suspense dates and dependencies, coordinate with senior stakeholders and action officers, and ensure executive taskers, correspondence, briefings, and operational products move through the required review and approval process on time. This role requires disciplined execution, strong judgment, calm prioritization, and persistent follow-through in a high-visibility environment.
Location: Arlington, VA / Hybrid - must be available to work on-site at CISA facilities as required
Schedule: Full-time, generally Monday-Friday, 8:00 AM-5:00 PM ET
Clearance: No active security clearance required
Security Requirement: Must be able to obtain and maintain the required Client Fitness Determination and access authorization; a recent favorable Client Fitness Determination is preferred
Certification: None required unless otherwise noted below
Experience: 5+ years of relevant project, program, operations, executive task management, or Federal mission-support experience
WHAT YOU'LL DO- Manage the day-to-day administrative and operational support workstream and coordinate closely with the Contract Project Manager.
- Maintain visibility and control over executive taskers, congressional inquiries, programmatic action items, correspondence packages, briefings, SOPs, and other operational products.
- Assign work across the operational support team based on priority, complexity, deadlines, workload, and required expertise.
- Manage suspense dates, milestones, dependencies, and follow-up with action officers to protect timely completion of high-quality products.
- Balance workload across the Senior Management Analyst, Technical Writer, Document Management Specialist, and Writers and identify capacity issues before deadlines are affected.
- Coordinate directly with program managers, component heads, administrative staff, writers, reviewers, and other stakeholders to resolve assignment, routing, writing, concurrence, or package issues.
- Ensure incoming and outgoing packages follow established workflow, review, concurrence, quality, records, and closeout requirements.
- Identify high-risk or complex taskers requiring senior analytical, writing, or leadership attention and assign appropriate resources.
- Maintain clear status information on operational workload, aging actions, bottlenecks, overdue items, risks, and required decisions.
- Support development and improvement of task-tracking workflows, desk guides, checklists, SOPs, and operational controls.
- Provide concise status updates and raise exceptions early when Government decisions, priority clarification, or leadership action is needed.
- Promote consistent quality, responsiveness, accountability, and professional communication across the operational support team.
- 5+ years of progressively responsible experience in project management, program management, operations management, executive task management, Federal mission support, or a closely related field.
- Demonstrated experience managing multiple concurrent tasks, owners, deadlines, dependencies, and review cycles in a deadline-driven environment.
- Experience assigning and balancing work across a team and following through to completion.
- Experience coordinating with senior leaders, program managers, action officers, reviewers, or executive support personnel.
- Strong organizational skills and ability to maintain accurate status across a high-volume work queue.
- Excellent judgment and ability to distinguish urgent, high-risk, or leadership-sensitive work from routine activity.
- Strong written and verbal communication skills.
- Professional persistence and confidence following up with stakeholders on deadlines and incomplete actions.
