ISE is seeking an experienced Construction Project Manager to serve as an Owner's Representative for a Department of Defense (DoD) client. The role supports the federal client on ongoing construction projects of varying scale and complexity, providing analytical, planning, design, and construction management support. The Project Manager will lead and collaborate within a larger design/construction program, communicating clearly, taking initiative, and embracing project ownership.

• Support a senior project manager in day‑to‑day oversight of 1–2 construction projects valued from $1M to $10M.
• Assist in site evaluations, field surveys, and site visits to assess constructability and code compliance; develop scoping documents and validate requirements.
• Create draft scopes of work, cost estimates, and schedules for A/E services, including studies, reports, and drawings review.
• Track construction progress, submittals, permits, and invoicing as part of a larger team.
• Schedule and facilitate weekly project progress meetings and monthly program progress meetings to assess schedule adherence and risk.
• Work independently to gather requirements and data, ensuring timely, professional submissions.
• Maintain construction administration data in Excel, web‑based software, and files to support metrics and briefing tools.
• Collaborate with Project Managers to develop and monitor milestone schedules and government activities for program delivery.
• Prepare and present project status briefings, performance matrices, and technical reports; deliver written and oral reports to government leadership and program managers.

• BS in Engineering, Architecture, Construction Management with 3+ years of construction experience.
• An active General Contractor/Construction Trades license with 10+ years of construction experience.
• U.S. Citizen.
• Ability to pass and maintain a Public Trust clearance (HSPD‑12 fingerprint background check).
• Position fully on‑site at Arlington, VA.

Pentagon WHS experience is highly sought after.

• Occasionally move and lift 20–30 pounds.
• Climb, erect, and maintain balance on a 30–40 pound ladder.
• Remain in a stationary computer position for extended periods.
• Walk up to 3 miles per day between buildings.
• Stand for extended periods.
• Work in external environments of rain, high heat, and significant cold.
• Navigate active construction sites with uneven ground, debris, and hazards such as sharp objects, electrical hazards, and fall hazards.
• Occasionally enter confined spaces and crawl.
• Monday through Friday, normal business hours 8:00 a.m. – 5:00 p.m.
• 0–10% travel; may need to travel to other federal facilities within a 50‑mile radius.
