Facilities And Construction Supervisor
Arlington County's Department of Parks and Recreation (DPR) is seeking an experienced and motivated Facilities And Construction Supervisor to lead the maintenance, repair, and construction of park infrastructure throughout Arlington's park system. This position oversees daily facilities maintenance and construction operations, supporting the Division's network of parks, playgrounds, spraygrounds, athletic facilities, and other public amenities. This position supervises two (2) direct reports and provides leadership to skilled trades teams performing electrical, plumbing, masonry, carpentry, welding, fencing, lighting, small engine repair, and athletic court maintenance.
They will also serve as the Division's technical lead for park construction projects, partnering with planning, engineering, contractors, and operations staff to deliver projects safely, efficiently, and in accordance with approved plans and specifications.
The ideal candidate will have strong written and verbal communication skills, including experience preparing reports and delivering presentations to a variety of audiences. They will also have experience resolving conflicts and building effective working relationships with diverse staff, contractors, and community members. This candidate will also possess the technical ability to read and interpret landscape plans, blueprints, and engineering drawings related to park facilities, construction projects, and infrastructure improvements.
ResponsibilitiesMajor Job Duties:
- Overseeing the operations, maintenance, repair, and improvement of park facilities and infrastructure, including restrooms, playgrounds, spraygrounds, pavilions, athletic courts, lighting systems, fencing, and other park amenities;
- Planning, prioritizing, and coordinating maintenance activities by developing work schedules, assigning tasks through Cartegraph, and monitoring operational performance to ensure safe, efficient, and high-quality service delivery;
- Managing operating and non-operating budgets, responding to internal and external inquiries, and monitoring key performance metrics to support effective division operations;
- Leading park construction and capital improvement projects by reviewing construction documents, coordinating with engineers, architects, contractors, and County staff, and overseeing project planning, budgeting, scheduling, and implementation;
- Conducting site inspections to ensure construction and maintenance activities comply with applicable standards, specifications, and safety requirements;
- Supervising staff and providing operational leadership for skilled trades personnel performing electrical, plumbing, carpentry, masonry, welding, fencing, lighting, and other maintenance and construction activities;
- Establishing work priorities, managing staff performance, and promoting a culture of safety, customer service, teamwork, and continuous improvement;
- Overseeing the inspection, maintenance, repair, replacement, and lifecycle management of Arlington County's playgrounds and spraygrounds to ensure compliance with applicable safety and regulatory requirements;
- Assisting with emergency response planning, weather-related operations, and snow and ice control activities affecting park facilities and infrastructure; and performing other duties as assigned.
Minimum Qualifications:
- High School Diploma/GED or equivalent; and
- At least three (3) years of trades work that includes responsibility for providing leadership to other trades workers and/or managing trades projects within the facility and construction management field.
Desirable Qualifications: Preference may be given to applicants with one or more of the following:
- Experience managing parks, recreation facilities, municipal infrastructure, or capital construction projects, including supervising staff, contractors, or construction crews;
- Experience in one or more skilled trades or maintenance disciplines, such as construction management, electrical systems, plumbing, carpentry, masonry, welding, athletic facility maintenance, or playground and park infrastructure maintenance;
