- Plan, direct, oversee, and administer the contract, ensuring full compliance with all requirements.
- Develop and execute plans to support Kuwait Air Force foreign military sales of FA‑18 aircraft, including acquisition, flight training and employment tactics.
- Coordinate frequent visits and work on‑site with Kuwaiti Air Force senior officials and U.S. Military sales offices.
- Develop training plans, employment strategies, and advise on maintaining a qualified pilot force.
- Provide leadership on concurrent taskings and contracts within the group, interfacing with customers, project and technical leads.
- Lead meetings, manage resources, set schedules, and adjust operations to meet changing program requirements.
- Implement risk mitigation strategies, facilitate continuous improvement, and integrate problem resolution into ongoing work.
- Provide verbal and written reporting to senior government personnel and review financial reports and invoices.

Standard
- Project Management Professional (PMP) Certification or equivalent (e.g., DAWIA Level III PM Certification).
- Knowledge of large, complex DoD programs that support foreign military aviation sales, aircraft development, training and sustainment.
- Excellent written, verbal and interpersonal communication skills.
- Experience with diverse teams of aviation professionals, foreign military sales programs, U.S. State Department analysts and business development professionals.
- Understanding of ITAR processes for military equipment sales and support.
- Combat aircraft certification.
- Master’s degree in Business Management, Aviation or a related field.
- Minimum of ten years of experience in complex systems engineering and/or testing efforts.
- Experience with DoD program management practices, reporting, quality guidelines and financial management.
- Experience managing multi‑million‑dollar DoD programs.
- Experience and qualification in the employment of combat aircraft(s).
- Active Secret clearance required.
- Ability to cultivate and sustain excellent long‑term customer relationships, including allied national military officers.
- Ability to work effectively independently and within a collaborative team environment.
- Experience as an F/A‑18 instructor pilot.
- Senior leadership experience (e.g., squadron commander) overseeing aviation systems, training, maintenance and employment.

Basic CompensationRate based on selected candidate’s knowledge, skills, abilities and experience in consideration of internal parity.
