This opportunity entails procurement, acquisition, and contract administration support for a major transit agency in the Washington, DC area. The contracts manager is responsible for contract and task order management & coordination, pre-award and post-award procurement activities for contract & task Orders, record and document management, procurement support and contract management services, contract administration support such as RFPs, pre-proposal meetings, kick-off meetings, change orders, and closeout.
This position is full-time on-location at the client office near the New Carrollton metro station in Hyattsville, MD, with the potential to travel to client sites/offices as needed within DC, MD, and/or northern VA.
- Mentor and support project team members in contract interpretation and compliance, risk management, and change management protocols.
- Coordinate and collaborate with the project team, DB Division Business and Project Controls group, and the Enterprise Operations Contracting & Claims (EOCC) and Risk Management (ERM) groups.
- Develop and maintain comprehensive knowledge of the project and all contractual documents (Owner/Client, Client/HNTB, and HNTB/Subconsultant agreements).
- Identify unfavorable terms, risk allocation, and change and dispute procedures.
- Ensure development and implementation of a flow-down matrix for subconsultant agreements.
- Establish processes for change management within the project team and with the client.
- Proactively capture, track, manage, and report all potential project changes and cost impacts using the Change Order Log.
- Ensure contractual compliance of change procedures, including providing timely notice to the client for all potential changes.
- Work with the Deputy Project Manager for Design and project controls staff to quantify cost and schedule impacts due to changes.
- Serve as the project lead for advancing potential change orders and defending against back charges and claims.
- Develop merit arguments for submission to the design-builder in accordance with contract requirements and HNTB interests.
- Advance disputes in a timely manner and per contract requirements and HNTB interests.
- Engage EOCC for contract analysis and merit arguments for disputes and complex changes as needed.
- Facilitate internal and external risk assessments to identify and assign risks among Owner, Contractor, and HNTB.
- Ensure that appropriate risks are passed through to subconsultants (coordinate with EOCC).
- Capture, track, manage, and report all contract and project risks using the project-specific Risk Register.
- Support the development and review of correspondence and other communications between the project team, the client, and subconsultants for contract compliance and risk transfer.
- Review design team and subconsultant project reports for commitment and liability concerns before submission to the client.
- Participate in scheduled Project Reviews to update on change order and risk status.
- Support the closing out of all contractual requirements.
- Assist the PM, EOCC, and ERM in resolving disputes, claims, and litigation issues.
- Perform other duties as assigned.
- Bachelor’s degree in Engineering, Construction Management, Finance or related field.
- 10 years of related contract experience.
- 5 years in a lead role working directly for the contractor or architect/engineer.
- Contract/change management experience including advancing some schedule delays and claims for complex owner/contractor agreements for project fees between $15MM and $50MM.
