MPRA Requirements Analyst - Pentagon (Arlington, VA)

Serco is looking for a MPRA Requirements Analyst to support Maritime Multi-Mission Aircraft and Programs (MPRF) at the Pentagon. You will serve as a program analyst in a broad range of activities including:

  • Provide technical analyses of MPRF platform systems design, integration, and production plans to address potential structural and mission system architecture changes and ensure performance‑based system specification baseline requirements are met.
  • Conduct technical reviews and evaluations of system specifications and requirements flowdown, including quarterly assessments and updates of capability evolution plans.
  • Report potential or perceived impacts on engineering design and overall weapon system performance.
  • Assess program impact of new mission‑system developments for MPRF platforms, considering operating interactions, space, weight, electrical loading, cooling, and optimal phasing for incorporation into spiral planning.
  • Analyze fatigue life management of airframe structures in support of MPRF platforms and related systems.
  • Compare actual versus planned work and analyze alternative procedures for MPRF systems, development aircraft, and integration of sensors and weapons capabilities.
  • Provide analysis during specification requirements, design reviews, technical interchange meetings, and other meetings related to MPRF system design and development.
  • Perform technical investigations, assess and identify technical risk areas with proposed avionics architectures, systems, or integration schemes, and provide risk‑reduction analysis.
  • Provide program PPBE support, including program documentation analyses and briefing planning.
  • Conduct financial analysis of MPRF programs to support design, development, and testing, including return‑on‑investment assessment and risk evaluation.
  • Analyze lifecycle cost data associated with Engineering Change Proposals (ECPs) for all MPRF platforms and related systems, evaluating the ability to meet program objectives within funding constraints.
  • Perform analysis of MPRF system data and hardware required to achieve the approved Acquisition Plan schedule.
  • Assist the government in reviewing technical specifications and documentation in support of P‑8A and MQ‑4C production programs.
  • Analyze and monitor GFE and CM requirements, providing analysis of configuration, deliveries, and deficiencies.
  • Analyze integration of training system requirements into production programs, plans, and documentation.
  • Provide analysis during budget planning, execution, and PPBE cycle for MPRA sponsor budgets across all OPNAV N980C budget lines.
  • Coordinate and analyze science and technology requirement studies and capability integration with OPNAV N980G.
  • Assist in collecting and researching cost and financial records, supporting budget estimation and execution, and drafting budget documents for government review.
  • Provide technical input in the preparation, review, and modification of all MPRF platform acquisition schedules, researching existing, proposed, and current schedules to ensure integration into the data system.
  • Maintain knowledge of ISR capabilities of P‑8A operations using all‑source data up to the TS/SCI level.

To be successful in this role, you will have:

  • An active DoW TS/SCI security clearance.
  • A bachelor’s degree with five (5) years of experience, or an associate’s degree with seven (7) years of experience.
  • Minimum ten (10) years of experience with USN Maritime and/or Multi‑Mission platform operations.
  • Experience in ISR systems onboard the P‑8A at a higher than secret classification level.
  • Proficiency with MS Office, Adobe Acrobat, and similar tools.
  • Familiarity with program budget information systems (PBIS Web), acquisition program health monitoring (APHM), PBIS database, Congressional Information Management System (CIMS), and Enterprise Task Management System 2.0 (ETMS2).
  • Ability to travel approximately ten (10)  of the time.
