Ammunition Industrial Planning Lead

Anglicotech Philippines is an established, rapidly growing, U.S. veteran-owned small business licensed in the Philippines. ATPH has established a long-term position in support the U.S. Marine Corps' Global Positioning Network (GPN) program with 2 major sites in Subic Bay. We are leveraging this position to execute a vision that includes building a Philippine Sovereign Ammunition Enterprise in coordination with the Philippines Department of National Defense (DND).

The partnership will be executed through a Memorandum of Cooperation (MOC) between the Philippines Defense Group/AT Philippines and the Philippines DND Government Arsenal (GA). We are seeking a part-time Ammunition Industrial Planning Lead with immediate availability to develop the production architecture and draft Industrial Master Plan that moves the Philippines from today's GA baseline toward a phased, sovereign, commercially sustainable ammunition enterprise without degrading existing operations.

Utilization is expected to be between 60% and 80%.

Possible U.S. location with significant travel to Philippine Sites Government Arsenal (GA) and candidate Philippine site locations. The Individual will lead the Industrial Planning IPT and report to the Program Manager.

A salary range of $181,333 - $213,333 is available for this position. Compensation will be determined based on factors including experience, education, certifications, and technical qualifications. Lead assessment of GA production lines, tooling, processes, capacity, bottlenecks, quality systems, maintenance, workforce, and operational constraints. Define near-, mid-, and long-term ammunition capability objectives by caliber and production stage. Build defensible production concepts and ramp profiles using throughput, yield, shift, tooling, labor, quality, and supply assumptions. Integrate manufacturing choices with demand scenarios, component sourcing, storage/testing, facilities, utilities, safety, and capital requirements.

Evaluate OEM technical approaches without favoring a supplier; define technology-transfer and localization ladders. Co-author the GA modernization and expansion plan and support site, capital, business-case, and implementation-roadmap development. Lead technical workshops and explain tradeoffs clearly to Government executives, operators, engineers, investors, and nontechnical stakeholders. Identify where Phase 0 evidence is insufficient and specify the engineering studies required in Phase 1.

Hands-on experience with more than one ammunition family or production stage, such as small-caliber, medium-caliber, artillery, LAP, metal parts, propellant/explosives, primers, QA/proof, or packaging. Demonstrated ability to develop production architectures, capacity models, modernization roadmaps, equipment concepts, and ROM implementation estimates. Working knowledge of ammunition quality, safety, testing, storage, traceability, and production-readiness requirements. Experience supporting Government arsenals, program offices, military customers, or regulated defense manufacturers.

Ability to conduct on-site assessments in the Philippines and produce concise, decision-quality written products.

Experience modernizing an operating arsenal without interrupting production. Exposure to both U.S./NATO and international ammunition standards and technology-transfer programs. OEM-neutral consulting, owner's-engineer, Government arsenal, or multi-supplier integration background. Experience in emerging markets, localization, workforce development, and industrial ecosystem creation. Engineering degree in mechanical, manufacturing, industrial, chemical, materials, or related field. US Citizenship desired but not required. Ability to obtain and maintain a US Security clearance at the minimum level of Secret desired.

Bachelor of Science Degree in Engineering or another relevant technical field desired. 15+ years in ammunition, energetics, armaments, or closely related defense manufacturing; direct plant design, operations, modernization, or industrial-planning responsibility.
