About You

You are an experienced finance professional with a strong background supporting government-funded programs. You excel at developing and managing project financial plans, ensuring alignment with approved budgets, and maintaining compliance with FAR and GAAP.

You work collaboratively with Program Managers and leadership, providing clear financial insight and guidance that supports successful program execution. Detail-oriented and accountable, you thrive in high-assurance, classified environments and are motivated by delivering sound financial stewardship that supports mission success.

Position Overview

VTARC is seeking a highly skilled Project Finance Manager to support both VTARC programs and the Finance department. This role is responsible for developing and maintaining project financial plans, monitoring execution to ensure alignment with approved budgets, and ensuring compliance with federal acquisition regulations and generally accepted accounting principles (GAAP).

The Project Finance Manager will partner closely with Program Managers, project teams, and leadership to provide financial oversight, analysis, and guidance throughout the project lifecycle. This position plays a critical role in supporting strong program execution, financial transparency, and compliance across VTARC’s portfolio of government funded initiatives.

Security Requirements

Active Top Secret/SCI clearance is required

This position is contingent based upon contract award

Duties/Responsibilities
  • Develop and manage project finance plans for VT-ARC programs, including budgets, forecasts, and cost tracking.
  • Monitor project financial performance and ensure execution aligns with approved plans.
  • Provide financial analysis and reporting to Program Managers and leadership to support decision-making.
  • Ensure compliance with federal acquisition requirements, organizational policies, and GAAP.
  • Collaborate with Program Managers to identify and mitigate financial risks.
  • Support audits and reviews related to project financials and compliance.
  • Maintain accurate and timely financial documentation for projects and corporate records.
  • Facilitate communication between Finance, Program Management, and other stakeholders to ensure transparency and accountability.
Required Education, Certifications, Skills and Capabilities
  • Bachelor’s degree in Finance, Accounting, Business Administration, or related field.
  • 7+ years of experience in financial management, preferably in a government contracting or federal acquisition environment.
  • Knowledge of FAR and GAAP.
  • Proven ability to develop and manage project budgets and financial plans.
  • Excellent analytical, problem-solving, and organizational skills.
  • Proficiency in financial systems and tools (e.g., ERP systems, Unanet, Excel).
  • Strong interpersonal and communication skills, with the ability to work effectively across teams and with stakeholders at all levels.
Desired Education, Certifications, Skills and Capabilities
  • Master’s degree in Finance, Accounting, or related field.
  • CPA, CMA, or similar certification.
  • Experience with cost accounting standards (CAS) and government contract compliance.
  • Familiarity with project management principles and tools.
