Job Description

CSCI Consulting is looking for a highly skilled and detail-oriented General Ledger Subject Matter Expert (SME) to support the Office of the Undersecretary of War (OUSW). This role focuses on strengthening financial management practices, improving data integrity, and advancing audit readiness across Department of War (DoW/DoD) financial systems and reporting processes.

The ideal candidate brings deep expertise in federal financial accounting, strong analytical capabilities, and hands‑on experience resolving complex reconciliation issues within large, integrated financial environments.

Responsibilities
  • Provide expert‑level support for financial reconciliation, reporting, and analysis using the U.S. Standard General Ledger (USSGL)
  • Prepare, review, and validate Journal Vouchers (JVs) to ensure accuracy, completeness, and compliance with Department of War financial policies and regulations
  • Apply expertise in the Standard Financial Information Structure (SFIS) to ensure proper classification and traceability of financial data
  • Analyze and resolve Treasury Tie‑Point discrepancies between feeder systems and the general ledger to ensure consistency across enterprise reporting
  • Identify, investigate, and remediate abnormal balances in accordance with Department of War financial guidance
  • Interpret and apply posting logic to ensure accurate transaction processing and alignment between financial systems
  • Support audit readiness and financial improvement initiatives led by the Office of the Undersecretary of War, including documentation, testing, and corrective action plans
  • Collaborate with cross‑functional stakeholders, including financial managers, system owners, and auditors, to strengthen internal controls and financial processes
  • Provide recommendations to enhance data governance, standardization, and compliance across Department of War financial operations
Qualifications
  • Bachelor’s degree in Accounting, Finance, or a related field
  • Active Secret clearance or higher
  • Must be local to the Washington, D.C. metro area
  • Willing and able to work onsite three (3) days per week
  • Minimum of 8 years of experience in financial management and accounting, preferably within a federal or defense‑related environment
  • Demonstrated experience with general ledger accounting, financial reconciliation, and financial reporting
  • Proven understanding of budgetary‑to‑proprietary relationships within a federal general ledger framework
  • Strong analytical, problem‑solving, and critical‑thinking skills with exceptional attention to detail
  • Ability to engage effectively with government stakeholders to understand requirements and deliver actionable solutions
  • Excellent organizational, time‑management, and communication skills
  • Professional presence with demonstrated experience in client‑facing environments
Preferred Skills
  • Certified Public Accountant (CPA) or active CPA candidate
  • Prior experience supporting senior‑level financial offices or headquarters elements within a federal or defense organization
  • Experience supporting audit readiness, financial improvement, or internal controls (e.g., A‑123‑like frameworks)
  • Familiarity with enterprise‑level financial system integrations and data standardization efforts
  • Ability to work independently and collaboratively in a fast‑paced, mission‑focused environment
  • Strong relationship management skills with both leadership and technical stakeholders
  • Demonstrated ability to enforce data quality standards and financial governance policies
  • Interest in applying emerging tools, automation, and analytics to improve financial operations and reporting
