Supervisory Accountant (Branch Chief)
CISA, the Nation's risk advisor, is seeking a Supervisory Accountant (Branch Chief) to lead a team within the Office of the Chief Financial Officer (OCFO). The OCFO provides critical budget, financial management, and economic analysis services to CISA leadership, supporting national risk management and cybersecurity operations. This role is responsible for supervising professional staff, overseeing accounting policy and procedures, and ensuring financial compliance and operational excellence across CISA programs.
Major Duties As a Supervisory Accountant, you will:
- Plan, direct, organize, and supervise employees assigned to the Policy and Programs Section within OCFO.
- Develop and implement accounting standards, business processes, and system requirements based on audit findings and internal reviews.
- Provide recommendations and guidance to management on risk management, internal controls, workload analysis, financial management, and interpretation of audit/accounting regulations.
- Monitor and assess OCFO training activities and programs, identifying competency gaps and recommending internal/external training solutions.
- Direct and coordinate fiscal policy and audit-related activities impacting CISA operations, including special studies and task force participation.
- Support headquarters and field staff on fiscal policy, financial systems, and management programs to meet mission requirements.
- Review fiscal operating policies and procedures for compliance with federal requirements; provide analytical support for troubleshooting and planning.
- Evaluate the impact of new or modified regulations, policies, or laws on CISA financial programs.
- Develop and execute briefings, presentations, and conferences for executive management; ensure timely and accurate information delivery.
- Implement planning strategies and controls for budget requests, audit/resource allocations, and program decisions.
- Supervise staff performing professional, technical, and administrative work; ensure quality, timeliness, and adherence to standards.
- Recruit and select staff, identify training needs, prepare performance standards, and manage recognition and disciplinary actions.
- Conduct policy research and analysis on complex financial and budgetary issues; prepare impact statements and recommendations for leadership.
- Draft and finalize instructions, procedures, and manuals for fiscal systems and accounting corrections.
- Prepare reports in response to audits and inspections for compliance with policies and standards.
- Interpret and implement financial reporting policy and guidance; develop and document changes to supplement guidelines from GAO, Treasury, OMB, and DHS.
