Responsibilities

Support resource programming cost‑benefit analysis, forecasting, and financial analysis for Deputy Chief of Naval Operations for Personnel, Manpower, and Training (PMT) (OPNAV N1) portfolio totaling ~19.1B. Perform manpower costing, financial modeling, and capital and investment analysis and resource planning. Support customers in the maintenance of financial databases and develop analytical tools to evaluate how our client programs serve higher‑level priorities and resourcing requirements.

Work with program claimants to build a logical, defendable, guidance‑compliant and risk‑adjusted annual program submission. Track multiple programs and issues and provide frequent cross‑functional recommendations for resourcing decisions. Create status reports, perform program risk assessments, use financial management tools, and develop data displays, impact statements, briefing slides and justification papers. Prepare and present executive‑level products, often on short timelines. Must complete Navy PPBE System, PBIS database, and Action Officer Training courses.

Required Qualifications
  • Bachelor's degree in Mathematics, Business, Physical/Applied Science, or related management disciplines such as Business Administration, Accounting, Finance, Economics, etc.
  • Eight to ten years of relevant work experience, particularly in finance, accounting, programming and/or systems analysis (POM).
  • Strong analytical, critical‑thinking, and computer skills, including experience with databases and the ability to quickly learn Navy financial planning/tracking databases.
  • Ability to investigate, resolve issues, recommend actions, and present recommendations to decision makers; works independently with minimal supervision.
  • SECRET clearance and ability to maintain it throughout employment.
Desired Qualifications
  • Experience with the Program and Budget Information System (PBIS), Intelligent Workbook module of the Navy Manpower Programming and Budgeting System (NMPBS) and Corporate Automated Resource Information System (CARIS).
  • Knowledge of the Planning, Programming, Budgeting, and Execution (PPBE) process for allocating resources within the Department of War (DoW).
  • Experience providing POM budget submissions.

Washington, DC - $100,000 – $130,000 per year. Virginia - $100,000 – $130,000 per year.
