About the Role

Capstone Analytic is seeking a Strategic Financial Planning & Analysis (FP&A) Portfolio Analyst to support complex federal health IT portfolio strategy, investment planning, financial analysis, and executive decision support. This role will serve as a client-facing portfolio analyst, responsible for coordinating across stakeholders, analyzing multiple sources of financial and operational data, identifying cross-portfolio insights, and helping leadership make informed decisions about modernization priorities, capability investments, and resource alignment.

The Strategic FP&A Portfolio Analyst will support the FP&A Manager on one or more dedicated portfolio areas aligned to major health IT capabilities. This individual will support the analysis required for current-state baseline assessments, capability gap analysis, roadmap development, investment prioritization support, and performance monitoring for their assigned portfolio area. The role will also support benchmarking, product strategy, portfolio governance, and executive-level decision-support.

This position is ideal for a financially minded, analytically strong, intellectually curious professional who can operate across multiple focus areas. The successful candidate does not need to be a cost estimator, but must be comfortable working with financial, operational, acquisition, schedule, contract, and performance data to detect patterns, identify risks, connect related issues, and translate complex portfolio information into clear recommendations for demanding senior stakeholders.

Responsibilities

Support portfolio coordination as the strategic FP&A portfolio analyst for one or more health IT capability areas.

Support the outcomes required to deliver world-class portfolio management.

Support current-state baseline assessments by collecting, organizing, validating, and analyzing financial, operational, acquisition, technical, schedule, workforce, and performance data.

Support the development of portfolio-level insights by identifying trends, gaps, risks, dependencies, redundancies, cost drivers, resource constraints, and cross-capability impacts.

Support the creation of capability gap assessments that compare current portfolio performance, investment alignment, operating models, and modernization needs against strategic objectives and industry-informed benchmarks.

Support roadmap development by translating analysis into sequenced investment priorities, strategic options, implementation considerations, dependencies, risks, and decision points.

Support performance monitoring approaches that help leadership assess whether portfolio investments are delivering expected value, improving outcomes, and aligning to mission priorities.

Support benchmarking activities by comparing portfolio practices, operating models, resource alignment, performance measures, and modernization approaches against commercial, federal, and health IT best practices.

Support product and portfolio strategy by helping leaders evaluate capability needs, investment options, lifecycle considerations, resource requirements, and mission value.

Coordinate heavily with program-level government stakeholders, program-level technical SMEs and product owners, financial managers, and acquisition professionals.

Support working sessions, data calls, stakeholder interviews, and portfolio reviews to gather inputs, validate findings, and drive alignment.

Support the development of executive-ready briefings, financial analyses, issue papers, dashboards, strategic roadmaps, decision packages, and portfolio review materials.

Translate complex data and stakeholder input into concise, actionable analysis that can be used to support executive-level decision briefings.

Analyze multiple data sources to identify patterns that may not be visible within a single program, product, contract, or capability area.

Support investment prioritization by helping the FP&A team evaluate mission value, cost, affordability, risk, urgency, dependency, performance, and modernization impact.

Support cost estimators, data analysts, operations research analysts, and subject matter experts to integrate cost, performance, technical, acquisition, and portfolio inputs into a cohesive decision framework.

Maintain awareness of assigned capability areas without needing to serve as the technical subject matter expert for each product, system, or function.

Identify emerging issues early, elevate risks, propose mitigation options, and support leadership in making timely portfolio decisions.

Operate effectively in a fast-paced advisory environment with demanding clients, shifting priorities, compressed timelines, and high expectations for quality.

Maintain analytical rigor, documentation discipline, and traceability between data sources, assumptions, findings, and recommendations.
