Defense Information Systems Agency (DISA) invites applications for the Program Analyst position located in the Pentagon, VA.
Pay RangeBase pay range: $/yr - $/yr
SummarySupport DISA’s Resource Management Branch by developing and implementing policies, procedures, and guidelines for acquisition and contract management of IT hardware, software, and services.
Duties- Develops and implements Resource Management Branch Acquisition policy, procedures, and guidelines to manage contracts.
- Perform contracting officer representative (COR) functions for IT hardware, software, and service support contracts.
- Establish work statements, prepare acquisition packages, develop selection criteria, performance requirements and other contract implementation matters.
- Apply FAR, DoD and DISA regulations for information system acquisition and management, providing guidance within DISA.
- Prepare and present formal and informal briefings to chain‑of‑command management and other organizations.
- Evaluate suspense requirements assigned to the program, dealing with high‑priority, highly sensitive issues and short deadlines.
- U.S. Citizenship or National.
- Requires favorable suitability review and security clearance (Top Secret eligibility with Sensitive Compartmented Information Access). Termination may result from loss of clearance.
- Registered for Selective Service (males born after 12‑31‑1959).
- Eligible for federal employment and required to file OGE Form 450 and/or confidentiality disclosures.
- Designated as a Testing Designated Position (TSP) under the civilian drug testing program.
Time in Grade: For GS‑14, applicants must have served at least 52 weeks as a GS‑13 or higher grade in the Federal Service.
Specialized
Experience:
For GS‑14, at least one year of specialized experience equivalent to GS‑13 level, or comparable to GS‑14 if outside the Federal service. Experience must demonstrate:
- Decision‑making using independent judgment.
- Development and implementation of Resource Management policies, procedures. Allocation and use of resources.
- Management of analytical and budgetary information for program and project review meetings.
- Administration and assessment of government contracts ensuring compliance with procurement policies.
Applicants must also demonstrate competencies required for GS‑14 level; no separate competency statements required.
Additional qualifications:
Contracting/Procurement, Communication.
There is no substitution of education for specialized experience at the GS‑14 grade level.
