Job Description

Sigmatech, Inc. is looking for a Export Policy Analystt in support of the Technical Operations Directorate of the Deputy Assistant Secretary of the Army for Defense Exports and Cooperation (DASA DE&C). Individual will be tasked to provide daily staff officer support to DASA DE&C in the areas of Army and DoD security cooperation (SC) and security assistance (SA), technology transfer, foreign disclosure (TSFD), and defense exports.

Review and provide the Army position on direct commercial sales export licenses/cases, and foreign military sales cases for tech transfer and release issues. Coordinate with other Army Staff elements, the Defense Security Cooperation Agency (DCSA), the Defense Technology Security Administration (DTSA), the Joint Staff, Geographic Combatant Commands, OSD Policy, and the Depart of State (DoS) as required in order to execute assigned duties within assigned portfolio.

This position is located in Arlington, VA. Partial telework is authorized, however the work involved does require regular use of the SIPR Network.

Responsibilities

Work closely with DTSA, other DASA DE&C Directorates, Army Program Executive Offices (PEOs), and other stake holders to provide HQDA review and coordination on TSFD actions, export control, and other key security assistance and security cooperation actions. Assess and understand foreign partner military requirements, as well as U.S. security cooperation policy objectives, in order to best advise the Army security assistance enterprise on the way ahead.

Prepare and staff FMS related waivers, transfers, notifications, and staff actions at Army-level for assigned country portfolio. Prepare weekly status reports and input for DASA DE&C staff meetings. Be prepared to provide detailed updates to leadership on the status of all major actions in your portfolio (waiver requests, congressional notifications, third party transfers, diversion requests, etc.). Represent DASA DE&C at high-level U.S. and foreign partner engagements and meetings as required.

Required

Experience
  • Must possess a current Security Clearance (Secret level).
  • Must possess a 4-year degree and a minimum of four (4) years of experience in international affairs and/or national security policy.
  • Must be knowledgeable of the Foreign Military Sales (FMS) process, export control procedures, the International Traffic in Arms Regulation (ITAR), foreign disclosure policy, and tech transfer processes.
  • Shall have the ability to write and develop policy, capable of intensive research that results in technical writing.
  • Have knowledge of security assistance policies and laws, and be familiar with export controls and technology transfer.
  • The requirement of a Bachelor's degree may be waived if the individual has had at least ten (10) years of applied security assistance experience while serving as a uniformed member of the armed services or a US government employee.
