Position OverviewIf selected, you will serve as a Quality Assurance Representative and Contracting Officer's Representative (COR) in the Area/Resident Office performing duties which include (but not limited to): managing, directing, advising, and coordinating field staff, along with contractors and subcontractors' staff, through participation in the planning operations, assuring adherence to policies and criteria (including schedule and budget constraints), interpreting of plans and specifications, controlling quality of construction, gathering data for preparation of estimates and change orders, progress reporting, safety, labor relations, etc.

- The work of the group principally requires adapting, modifying, or making compromises with standard guides, precedents, methods, and techniques.
- The nature of construction projects controlled through the application of theory and concept to resolve problems encountered is substantially less than the application of acceptable engineering methods and approaches, knowledge of construction practices, methods, techniques, costs, materials, and equipment.
- Experienced judgment and extensive working experience similar to that of professional engineers is required.
- Compliance with safety regulations, occupational safety and health standards and other safety directives and orders.
This position is essential to delivering safe, high-quality construction projects that directly support mission readiness and public trust. As the on-site Quality Assurance Representative and Contracting Officer’s Representative (COR), the incumbent is the government’s eyes and ears in the field—ensuring contractors meet contractual, technical, schedule, budget, and safety requirements while proactively resolving issues before they impact cost, quality, or delivery. Through experienced judgment, deep knowledge of construction practices, and close coordination with field staff and contractors, this role reduces risk, enforces standards, and ensures projects are executed efficiently, safely, and in full compliance with regulations, making it a cornerstone of successful project delivery.

- Relocation (PCS) expenses may be authorized (subject to available budget) if the selecting official determines the relocation is in the best interests of the government.
- Relocation incentive may be authorized. Before the payment of a Relocation Incentive, an employee must provide residence documentation and maintain a residence in the new geographic location for the duration of the service agreement.
- This position may be eligible for situational telework.
