Position Overview
OBXtek is staffing a Management Analyst to support the Munitions Export License Application (MELA) office, which manages Air Force acquisition munitions, export applications, and regulatory information to facilitate reviews and recommendations on critical technology control.
This position supports the Secretary of the Air Force for Acquisition on the Staffing and Technical Acquisition Services Support II (STAQSS II) contract and is onsite at the Pentagon five days per week.
Active Top Secret clearance and SCI eligibility required.
Responsibilities- Analyze and assess potential export agreements to prevent international transfer of U.S. military technology when such transfer is not in the best interests of the U.S.
- Maintain current information on U.S. and international policies, treaties, laws, etc., on the control of missile technology and related weapon delivery systems.
- Develop and maintain a database of Air Force export applications and applicable regulatory information to facilitate reviews and recommendations.
- Research, analyze, and provide draft recommendations on each MELA case and conduct export‑related issue and policy studies.
- Recommend export policies and actions that enhance the security of Air Force systems and programs.
- Review and analyze international technology transfer issues and policy, including manufacturing technology, industrial espionage, country‑to‑country agreements, and national security.
- Monitor and report on foreign disclosure limitations and FMS/NATO‑related issues.
- Perform any other tasks closely associated with the performance of duties listed above and as coordinated with the COR.
- Strong understanding of International Traffic in Arms Regulations (ITAR).
- Ten years of experience in defense acquisitions planning or interpreting and implementing federal export regulations (ITAR, EAR).
- Master's degree in science, engineering, or a relevant technical discipline.
- Strong writing and analysis capabilities.
- Proficiency in computer‑based communication and office IT tools, especially Microsoft Office Suite (Word, Power Point, Excel), SharePoint, TEAMS, Adobe Reader and Pro.
- Demonstrated ability to learn new software and IT tools in a timely manner.
- Proficient public speaking and presentation skills, capable of delivering briefs and participating in meetings in person and online.
- Twelve years of relevant work experience may be substituted for a MA/MS degree.
- BA/BS degree plus eight years of relevant work experience may be substituted for a MA/MS degree.
- Ability to move or traverse throughout a large, secure facility and between multiple work areas.
- Ability to perform repetitive motions with hands, wrists and fingers.
- Ability to sit for prolonged periods at a desk and work on a computer.
