Quattro Consulting, an operating firm of Command Holdings, is seeking a Legislative Affairs Analyst to serve on a potential contract supporting the Office of the Deputy Assistant Secretary of War for Counter narcotics and Global Threats (ODASW (CN&SP)).
The Legislative Affairs Analyst will support the Office of the Deputy Assistant Secretary of War for Counter Narcotics and Global Threats (ODASW (CN&SP)). The ODASW (CN&SP) advances the Department of War’s (DoW) mission to counter drug trafficking, transnational organized crime, and threat finance networks. In this key role you will provide expert analysis of legislative actions, congressional requirements, and policy impacts affecting DoW counter drug (CD), counter-transnational organized crime (CTOC), and counter-threat finance (CTF) programs and play a critical role in bridging DoW priorities with congressional oversight and statutory authorities.
Key Responsibilities- Analyzing congressional legislation, policies, and regulatory requirements impacting CD/CTOC/CTF missions.
- Assessing DoW legislative proposals for accuracy, compliance, and policy alignment.
- Preparing congressional notification packages and supporting documentation.
- Drafting responses to congressional inquiries and correspondence.
- Supporting preparation of congressional testimony and briefing materials.
- Developing background materials for senior leader engagements with Congress.
- Coordinating legislative matters across DoW and interagency stakeholders.
- Tracking and interpreting legislative developments affecting national security programs.
- Drafting responses to audits from oversight bodies (e.g., IG, GAO).
- Providing strategic recommendations on legislative impacts to programs.
- Supporting development of proposed legislative changes.
- Translating complex technical issues into clear, actionable language.
- Assisting in preparing executive-level reports and decision documents.
- Participating in working groups and interagency coordination efforts.
- Supporting senior leadership with real-time legislative analysis.
This position is contingent on award.

- 11-20% / Occasional travel.
- Current, active TS/SCI security Clearance.
- Minimum of 10 years of relevant experience supporting DoW, federal agencies, or equivalent organizations.
- In-depth knowledge of U.S. legislative processes and DoW authorities.
- Experience preparing congressional testimony, correspondence, and legislative proposals.
- Familiarity with DoW Inspector General and Government Accountability Office processes.
- Strong understanding of national security policy and interagency coordination.
- Experience translating complex technical topics into plain language.
- Outstanding communication skills, influencing abilities, and client focus.
- Professional proficiency in English is required.
- Demonstrated proficiency in using all Microsoft Office applications.
- Applicants must be currently authorized to work in the United States on a full-time basis. Quattro Consulting will not sponsor applicants for work visas for this position.
- U.S. Citizenship is required.
- Master’s Degree in public policy, political science, national security, or similarly related field.
- Exceptional written and verbal communication skills.
- Ability to operate independently and advise senior leaders (SES/General Officer level).
- Experience translating complex technical topics into plain language.
- Familiarity with DoW PPBE processes.
- Ability to manage multiple priorities in fast-paced environments.
