We are seeking a Navy Action Officer with Surface Warfare experience to provide on-site programmatic, requirements, acquisition, and resource sponsor support to OPNAV staff organizations in support of Navy and Joint capability development, modernization efforts, and program execution.

The ideal candidate will be a current or former Surface Warfare Officer with experience operating in Navy, Joint, or Department of Defense environments and the ability to translate Fleet operational experience into actionable requirements, programmatic analysis, senior‑level briefings, and resource sponsor support. This role requires strong communication, analytical, and coordination skills, along with the ability to support senior leadership in assessing cost, schedule, performance, risk, funding, and capability impacts.

Responsibilities include:
  • Provide programmatic, requirements, acquisition, and resource sponsor support for Navy programs, capabilities, systems, and modernization efforts.
  • Apply Surface Warfare operational experience to support requirements development, capability assessments, program execution, and senior‑level decision‑making.
  • Support the development, review, coordination, and staffing of requirements, acquisition, programmatic, and resource planning documentation.
  • Prepare briefs, point papers, information papers, impact statements, technical reports, meeting summaries, correspondence, and other documentation to support senior Navy and DoD leadership.
  • Support Navy, Joint, DoD, interagency, and stakeholder meetings, working groups, Integrated Product Teams, program reviews, milestone decision meetings, special advisory boards, off‑sites, and other forums as required.
  • Provide analysis and recommendations related to program cost, schedule, performance, technical risk, funding, requirements, and capability impacts.
  • Assist in the development, review, and defense of programming proposals, funding requirements, POM inputs, program reviews, and related budget/resource sponsor activities.
  • Support requirements officers and government leads in reviewing, editing, coordinating, and routing documents, formal staffing packages, and related program materials.
  • Coordinate across Navy organizations, other Services, Joint Staff, DoD agencies, allied/partner organizations, industry, and other stakeholders to track actions, resolve issues, and support capability development.
  • Support analysis of current and future capability requirements, operational concepts, and alternatives.
  • Assist in the preparation and tracking of milestone documentation, acquisition strategies, program plans, schedules, funding profiles, and performance metrics.
  • Maintain liaison with OPNAV leadership, program offices, Fleet stakeholders, government activities, and industry partners to support timely communication and coordinated execution.
  • Assist in identifying, integrating, and coordinating emerging or derived requirements into appropriate Navy, Joint, acquisition, and resource planning processes.
  • Support program management activities by monitoring progress, identifying risks or shortfalls, recommending mitigation strategies, and helping ensure objectives are achieved efficiently and effectively.
Here’s what you need:
  • Surface Warfare Officer experience, including operational experience aboard U.S. Navy surface ships or within a Surface Warfare‑related staff, command, program office, or headquarters organization ashore.
  • Ability to apply Fleet operational experience to requirements development, program analysis, capability assessment, and senior‑level decision support.
  • Strong written and verbal communication skills, including the ability to prepare clear, concise, and professional briefs, point papers, reports, correspondence, and senior‑leader materials.
  • Demonstrated analytical skills with the ability to evaluate complex programmatic, operational, budgetary, and requirements‑related information.
  • Ability to coordinate across multiple stakeholders, organizations, and functional teams to track actions, resolve issues, and support task completion.
