Job Title
Major duties and responsibilities include, but are not limited to:
- Directs strategic alignment and resource optimization for the execution of uniform Department of War (DoW) policies, principles, and procedures for disaster assistance and special contingency appropriations and authorities.
- Leads strategic budget formulation by formulating short- and long-range budgetary plans and specific fiscal year policies to address contingency, disaster assistance, and security cooperation requirements, considering State Department and interagency authorities.
- Oversees financial execution and reimbursement by reviewing and, as appropriate, raising Comptroller issues during the Program and Budget Review, particularly for DoW programs that support contingency operations, disaster assistance, international security cooperation, partner nation participation in support of U.S. military operations, mil-to-mil engagements, and civ-mil plans, and other programs related to building partner nation capacity.
- Provides executive decision support and guidance on methodology by advising on domestic, international, and interagency matters with financial implications.
- Advises DoW leadership on the financial aspects of Federal agency and foreign government requests for DoW support and services, and the security and other support from foreign governments for U.S. military forces. Advice may include, but is not limited to:
- Economy Act requests, mission assignments from the Federal Emergency Management Agency, DoW humanitarian and disaster relief operations, foreign disaster assistance, and interagency memoranda of understanding.
- Reviewing international agreements, acquisition and cross-servicing agreements, and interagency memoranda of understanding.
- Ensuring that the support provided is consistent with the Secretary's policy goals and the President's national security objectives.
- Developing estimates for contingency operations and disaster assistance from DoW components and for international support to and from foreign countries in coordination with the relevant Combatant Commands and OUSW(Policy) officials.
- Instructing the DoW Component(s), providing support on the tracking and reporting of costs for operations using data analytics. Consults with Defense Finance and Accounting Service (DFAS) officials on interagency transfers or billings, and monitors DFAS interagency billing and reimbursement reporting.
