Duties The incumbent leads and directs the AF/A6X Directorate, serving as the Air Force focal point for all Resources, Policy, and Programs matters associated with Warfighter Communications and Cyber Systems. Establishes strategic priorities, organizational objectives, and performance expectations to ensure mission effectiveness, operational readiness, and modernization. Advises the Deputy Chief of Staff for Warfighter Communications and Cyber Systems on enterprise risks, strategic tradeoffs, and long-term investment decisions.
Ensures unity of effort across Headquarters Air Force directorates, Major Commands, Combatant Commands, and external partners. They direct the development, coordination, approval, and implementation of Air Force policy and guidance governing Warfighter Communications and Cyber Systems and ensure policies are consistent with Federal law, Presidential direction, Department of Defense directives, and Air Force strategy. They establish and oversee governance processes to adjudicate competing requirements, resolving policy conflicts, and enforce enterprise standards.
The incumbent represents the Air Force in senior-level forums with the Joint Staff, Office of the Secretary of Defense, Combatant Commands, Military Departments, Congress, and interagency organizations. The incumbent exercises enterprise responsibility for planning, programming, budgeting, and execution of the Air Force Warfighter Communications and Cyber Systems portfolio, valued in excess of $15 billion. Directs long-range planning, program development, budget formulation, and execution oversight to ensure effective stewardship of resources.
They review and approve plans and submissions to ensure resources are aligned with operational priorities and used efficiently. They provide final approval of PPBE submissions and defend Air Force positions during internal reviews and external engagements. They ensure Warfighter Communications and Cyber Systems capabilities are fully integrated into Air Force and Joint operational concepts, acquisition strategies, and future force design.
They direct enterprise capability planning and analysis to inform investment decisions and mitigate operational risk and provide strategic assessments and recommendations regarding command and control, airborne and expeditionary communications, information networks, senior leader communications, and mission assurance. The incumbent provides executive leadership and oversight of assigned military and civilian personnel. Establishes organizational priorities, oversees senior leaders, and ensures effective coordination with subordinate organizations and the AF/A6 Operations Directorate (AF/A6O).
Ensures sound personnel management practices, workforce planning, succession management, and compliance with Air Force policies related to equal opportunity, security, safety, and ethics. Requirements Conditions of employment

-Sensitive and the selectee must have or be able to obtain a Top-Secret clearance
* Drug testing designated position. The incumbent is subject to random testing for drug use IAW Exec. Order 12564, dated 14 Sep 86. Position requires that the incumbent sign a Drug Testing letter and pass urinalysis testing prior to appointment.
* Position requires travel under conditions specified in the DoD Joint Travel Regulations. Incumbent is expected to travel on short notice to attend high-level meetings.
* Position may require incumbent to be available for other than normal duty hours to include weekends to support exercises and crisis planning.
* An initial SES career appointment becomes final only after the individual successfully completes a 1-year probationary period.
* Attendance to the Air Force's Senior Leader Orientation Course (SLOC) is generally required within 12 months of appointment, subject to course availability.
* Position may be subject to the post-government employment restrictions of Sections 207(a) and (f) of Title 18, United States Code.
* Applicants in receipt of an annuity based on civilian employment in the Federal Service are subject to the DoD Policy on The Employment of Annuitants.
