The Air Force Civilian Service (AFCS) is looking for a Full-Time Contract Specialist (Supervisory Procuring Contracting Officer (PCO)) (NH-1102-04) to work for the Air Force Materiel Command (AFMC) in the Air Force Life Cycle Management Center (AFLCMC) supporting the F-35 Lightning II Joint Program Office in Arlington, VA.

This position oversees PCOs and Contract Specialists supporting cradle to grave contracting requirements for the F-35 program. This includes the design, development, procurement, operation, and maintenance of F-35 aircraft, propulsion systems, and offboard systems to support the U.S. Air Force, U.S. Navy, U.S. Marine Corps, international partner nations, and multiple Foreign Military Sales customers. It may also include acquisition of knowledge-based services, information technology supplies and services, consulting support, and other requirements related to program office operations.

Procuring Contracting Officers for the F-35 program are responsible for pre-award and post-award functions involving highly complex and specialized procurements of significant importance to U.S. and international customers. Individuals in this position will serve as an unlimited warranted Contracting Officer. Specific duties may include:

• Planning and reviewing work to be accomplished by subordinates (Contract Specialists), setting and adjusting short/long-term priorities, and preparing schedules for completion of work.
• Assigning work to subordinates (Contract Specialists) based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees.
• Giving advice, counsel, or instruction to employees on both work and administrative matters.
• Serving as the business advisor in the organization with unlimited warrant authority.
• Preparing and conducting all major project contract negotiations.
• Signing contract actions associated with a wide variety of complex acquisitions.
• Researching and determining or recommending appropriate action or interpretation of contract issues which impact the organization, installation, command or agency.
• May be required to travel by military or commercial aircraft in the performance of TDY assignments.
• May be required to work overtime.
• Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise; must obtain and maintain the appropriate security clearance.
• The employee must meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirements applicable to the duties of the position.
• The employee must meet the continuing acquisition education requirements IAW DoDI 5000.66 paragraph E2.2.8.
• In accordance with the Ethics in Government Act, 1978, employee is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.

• At least 4 years of experience in the Contracting Career Field.
• Experience working on large-dollar, high-visibility contract actions.
• Experience working in major systems.
• Demonstrated experience successfully managing competing priorities.
• An unlimited warrant or the ability to obtain one.
• U.S. Citizenship
• Ability to obtain & maintain Secret Security clearance.
