Summary

The Program Analyst 2 position is located within the Comptroller and Global Financial Services Bureau, Financial Policy Reporting and Analysis, Office of Financial Standards (CGFS/FPRA/FS). The position is responsible for the fee oversight program, coordinating and administering financial management controls and the audit coordination program for the Bureau of Consular Affairs, Office of Comptroller, Procurement, Policy and Oversight Division (CA/C/PPOD) as part of the Service Level Agreement (SLA) between CGFS and CA.

This position is on the Fee Oversight/Pay.gov team and reports to the CGFS/FPRA/FS Division Chief.

Responsibilities Essential Job Functions
  • Monitors global CA onsite, offsite, and online consular fee collection operations and provides support and assistance on policies and procedures governing the almost $4 billion annual consular fee collections.
  • Provides support and assistance to CA management in the maintenance of consular fee collection processes including troubleshooting operational issues.
  • Develop and maintain fee reconciliation spreadsheets, Teams pages, and SharePoint Sites.
  • Applying qualitative and quantitative techniques that often require modification to encompass a wider range of variables, s/he/prepares evaluation criteria by gathering information and identifying issues for the measurement, assessment, and resolution of operational efficiency problems.
  • Develop and maintain global consular fee collection reports, trackers, and data analytics tools via Excel and other platforms (i.e., PowerBI, Tableau) as needed required.
  • Develop and maintain consular fee projections/forecasts.
  • Provide consular fee related guidance and contribute to development of fee related policy.
  • Answer questions from overseas posts and CA offices regarding fee collection oversight and policy guidance.
  • Draft guidance and standard procedures for consular fee collections.
  • Provide training and promote awareness on proper reconciliation procedures to consular operations.
  • Develop new fee oversight and reconciliation practices as required.
  • Provide fee collection and fee oversight input for presentations and reports to external stakeholders, including BP, Congress, and OMB; and
  • Other duties as required by the team and/or assigned by CGFS/FPRA/FS leadership in accordance with the SLA.
Qualifications Necessary Skills and Knowledge
  • Demonstrated communication skills, influencing abilities, and client focus.
  • Demonstrated proficiency with Microsoft Office applications, especially Excel.
Minimum Qualifications
  • Must be a US citizen with a valid US passport and possess or obtain/maintain a minimum a SECRET clearance.
  • BA/BS and 5 years of experience, or MA/MS and 2 years of experience.
  • Demonstrated previous experience in a project or program management role.
Preferred Qualifications (Education, Experience, Skills)
  • MA/MS degree
  • Previous experience working with the Department of State.
  • Knowledge of budget process and fee-funded organizations.
  • Understanding of consular activities.
  • Experience with data analysis and data visualization.
