Duties
* As a Director of Business Continuity and Disaster Recovery you will be responsible for the following duties (If selected at the GS-11,12,13 levels, duties will be performed in a developmental capacity):
* Serve as a Plans professional leveraging operational planning team best practices, in accordance with formal planning doctrine (e.g. Joint Publication 5-0, Joint Planning, in VUCA ("volatile", "uncertain", "complex", and "ambiguous") environments.
* Serve as subject matter expert in continuity programs, contingency / crisis response planning and policy development, and NS/EP.
* Perform a wide range of operational planning duties to include operational analysis, concept development, inter-organizational coordination, and evaluation and refinement of current emergency preparedness contingency plans.
* Prepares and delivers compelling information and decision briefings for the organization, developed from written analysis, requirements documentation, operational plans and oral presentations. Requirements Conditions of employment

* Security: Required to obtain and maintain a Top Secret clearance with access to SCI and SAPs); including submitting to background checks as a condition of employment and/ or continued access to Special Access Programs.
* Appointment is subject to the completion of a favorable suitability or fitness determination, where reciprocity cannot be applied; unfavorably adjudicated background checks will be grounds for removal.

Experience:

One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military, or private sector.

To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military, or private sector.

To qualify at the GS-11 level, applicants must possess one year of specialized experience equivalent to the GS-09 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement.

Creditable specialized experience includes: GS-11:
* Assisting in the development or maintenance of Continuity of Operations (COOP) or emergency preparedness plans, including basic operational analysis and coordination with internal stakeholders.
* Supporting inter-agency planning efforts by gathering data, preparing draft checklists or procedures, and participating in working groups as a junior technical advisor.
* Maintaining facility or operational readiness data, preparing routine reports, and supporting senior planners in exercises, after-action reviews, or contingency planning projects. GS-12:
* Independently developing sections of COOP, NS/EP, or contingency plans, performing operational analysis, and conducting inter-agency coordination for assigned planning tasks.
* Managing small projects or portions of major preparedness initiatives, preparing decision briefs, and advising leadership on operational requirements within defined policy constraints.
* Conducting readiness assessments of facilities or systems, interpreting operational data, and recommending improvements to maintain continuity and emergency operations capabilities. GS-13:
* Serving as a technical expert in federal continuity programs, developing or revising COOP/NS/EP policies, leading complex contingency planning efforts, and synchronizing inter-agency operational plans.
