Duties
* Develops Air Force Reserve manpower programs. Manage all Air Force Reserve manpower resources in all Units, Associations, MAJCOMs, Combatant Commands, Defense Agencies, Joint Staff and Office of the Secretary of Defense totaling over 85,000 full and part-time Reserve military, Air Reserve Technician, and US Civilian end strength.
* Serves as senior staff analyst on the Air Force manpower program. Provides the Directorate with objective assessments of the effectiveness and efficiency of agency programs. Provides expert analysis of a wide range of comprehensive and difficult to define programs.
* Performs an agency management advisory role. Applies a wide range of quantitative and qualitative methods for assessing the impact of all Air Force manpower programs in support of AF-wide long-range goals and objectives.
* Represents the Directorate in a wide variety of contexts. Establishes, develops, and maintains contact with appropriate officials from various organizations within the Defense establishment, including OSD, Army, Navy, and the Defense Agencies.
* Provides technical oversight to manpower programmers in planning, justifying, budgeting and defending AF manpower within the DoD Planning, Programming, Budgeting, and Execution (PPBE) for all Reserve Component programs. Requirements Conditions of employment

* Work may occasionally require travel away from the normal duty station on military or commercial aircraft
* Air Force manpower programming experience at HQ AF and MAJCOM level is highly desirable
* Must be able to acquire and retain a Top Secret (TS) clearance in order to fully perform the duties and responsibilities of this position Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. EXPERIENCE:
Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes knowledge in designing and conducting comprehensive management studies where the boundaries of the studies are extremely broad and difficult to determine in advance; i.e., the actual limits of the project are developed as the study proceeds.
To include the ability to apply a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS:
Merit promotion applicants must meet applicable time-in
-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
NOTE:
Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE,

Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Expert knowledge of management analysis principles and techniques, and quantitative methods of program evaluation and assessment.
2. Knowledge of missions, roles, and functions of Air Force organizations and programs.
3. Skill in analyzing issues and formulating alternative solutions to broad, mission related problems.
4. Ability to use commercial office and analytical software packages.
5. Ability to plan, organize and direct the functions and mentor, motivate and appraise the staff of a small to medium sized organization.
