Duties
* Serves as the Installation Energy Innovation Program Analyst to integrate the Department of the Air Force Installation Energy Strategy into Air Force long-range strategic planning initiatives.
* Develops analytic supporting studies (to include modeling and simulations) and business case assessments and participates in mission and installation energy assurance analyses to address future Department of the Air Force energy requirements in Air Force long-range, strategic planning and requirements development.
* Provides budget oversight and develops requirements to include Program Objective Memorandum (POM) submission, annual authorizations, and budget execution.
* In concert with installation energy stakeholders (e.g., facilities, process, vehicle, expeditionary) and potentially drawing upon an installation and or logistics background, the incumbent develops, aligns, refines, and integrates Department of the Air Force policy, directives and guidance, and associated business processes.
* Attends meetings, seminars, and workshops to remain proficient on developments within the mission assurance and installation energy fields. Maintains concurrency with advancements in energy technologies, industry energy practices, and academia. Requirements Conditions of employment

* Must be able to obtain and maintain secret clearance Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED
EXPERIENCE:
Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes knowledge of military command structure, missions, programs, and organizational relationships and program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events.
To include the ability to plan, organize, develop studies or projects and to negotiate effectively with management to accept and implement recommendations, where the proposals involve substantial agencies resources, require extensive changes in established concepts and procedures, or may be in conflict with previous programming actions. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS:
Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
NOTE:

Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of advanced management and organizational principles and practices relative to strategic planning, acquisition, and management processes in support of long-range planning efforts. Knowledge of Air Force functional relationships on the Air Staff as well as organizational relationships within OSD and Joint Staff.
