Air Force Civilian Service (AFCS) is looking for a Full-Time Financial Management Specialist (GS-0501-14) to work for the Secretary of the Air Force (SAF), Studies and Analysis (SA) located at the Pentagon.
Moving expenses may be paid.
Salary Range: $143,913 - $187,093
Must have DoD FM Certification Level 3 or must receive NLT 12 months from start.
Expert knowledge of and extensive experience with financial systems utilized by the Air Force such as (DEAMS), FMSuite, G-Invoicing, Defense Travel System (DTS), Wide Area Work Flow (WAWF) is desired.

QualificationsYou will serve as the Financial Management Specialist within Secretariat of the Air Force, Studies and Analysis (SAF/SA) performing financial management and oversight of the Programming, Planning, Budgeting and Executing (PPBE) cycle to ensure vital mission resources are appropriately requested, managed, and reported.
- US citizenship is required.
- Must be able to obtain and maintain a TOP SECRET security clearance with access to Sensitive Compartmented Information.
- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
- This is a Financial Management Level 3 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program.
- Incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
- Knowledge of the DoD Planning, Programming, Budgeting, and Execution (PPBE) process and its products, terminology, and guidance documents including DoD budget and financial management regulations, 0MB Circulars, and Congressional legislation for developing POMs, President Budgets, Budget Estimate Submissions (BES), Financial Planning and Budget Executive Reviews in support of major war, mobilization and other contingency and operational plans.
- Skill in the application of qualitative and quantitative techniques to apply DOD, Joint, and Air Force management principles, concepts and methodologies and financial management directives, concepts, procedures, guidance and policy.
- Ability to gather, assemble and analyze facts, draw conclusions, conducts analysis, devise recommended solutions and packing the entire process in briefings, papers and reports suitable for top management use and decision making.
- Able to build strong, professional relationships with managers, engineers, analysts, project managers, and coworkers so everyone can work together smoothly and complete the portfolio successfully.
