The Air Force Civilian Service (AFCS) is looking for a Contract Specialist (NH-1102-03) to work for the Air Force Materiel Command (AFMC) in the Air Force Life Cycle Management Center (AFLCMC) in Arlington, VA.

Qualifications/Requirements

This position supports cradle to grave contracting requirements for the F-35 program. This includes the design, development, procurement, operation, and maintenance of F-35 aircraft, propulsion systems, and offboard systems to support the U.S. Air Force, U.S. Navy, U.S. Marine Corps, international partner nations, and multiple Foreign Military Sales customers. It may also include acquisition of knowledge-based services, information technology supplies and services, consulting support, and other requirements related to program office operations.

A warrant is not required for this position.

Duties

Contract Specialists for the F-35 program are responsible for pre-award and post-award functions involving highly complex and specialized procurements of significant importance to U.S. and international customers. Specific duties may include:

  • Formulating acquisition strategies, analyzing cost and pricing data, leading negotiations with contractors, drafting contract documentation, and performing contract administration.
  • Serving as a business advisor providing advice and guidance, ensuring all business aspects of the acquisition are considered, including risk and incentivization.
  • Reviewing requisition packages for adequacy and compliance with administrative, regulatory and procedural requirements and consistency with current market practices and conditions.
  • Planning, developing and establishing the acquisition strategy for the overall program, functions as the lead negotiator throughout the process.
  • Establishing milestones for coordination through functional leadership and support organizations/agencies.
  • Negotiating and preparing contract modifications and supporting documents for all contract actions including termination.
  • Determining appropriate recommendations for unresolved or questionable problems and performing follow-up.
  • Conducting training to improve acquisition practices, implementing new regulatory requirements, explaining policy changes, promulgating lessons learned and clarifying procedures.
Additional Requirements
  • This is a NH-03 Contract Specialist (non-supervisory) position.
  • U.S. Citizenship
  • Obtain & maintain a Security clearance.
  • This position may be required to travel by military or commercial aircraft in the performance of TDY assignments.
  • May be required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.
  • Must meet the Defense Acquisition workforce Improvement Act (DAWIA) requirements applicable to the duties of the position.
  • Must meet the continuing acquisition education requirements IW DoDI 5000.66 paragraph E2.2.8.
  • In accordance with the Ethics in Government Act, 1978, employees are required to file an OGE form 450, Confidential Financial Disclosure Report, upon appointment and will be filed annually.
  • High proficiency in Microsoft Office Suite, including Word, Excel, and PowerPoint.
  • At least 3 years of experience in the Contracting Career Field (job series 1102).
  • Experience working large-dollar contract actions.
  • Experience working in major systems.
