POSITION SUMMARYThe Associate Director of Integrated Care plays a central role in the Center for Economic Well-Being (CEW) within the National Center for Benefits Outreach and Enrollment and leads efforts to strengthen the delivery of coordinated care and benefits access for older adults and individuals with disabilities. This position focuses on improving the alignment of Medicare, Medicaid, and related assistance programs—such as the Medicare Savings Programs (MSPs) and Part D Low-Income Subsidy (Extra Help)—through program development, technical assistance, policy analysis, and stakeholder engagement.
The Associate Director acts as a subject matter expert in Medicare and Medicaid policy, with a particular focus on dual-eligible populations, care coordination, and program implementation. The role supports State Health Insurance Assistance Programs (SHIPs), Area Agencies on Aging (AAAs), Aging and Disability Resource Centers (ADRCs), Benefits Enrollment Centers, and other stakeholders in understanding and navigating the complexities of these programs to ensure that vulnerable older adults can access the benefits they need.
This position works closely with internal team members and external stakeholders, such as the Administration for Community Living/ Administration on Aging (ACL/AoA), to develop and implement a national strategy that connects older adults and individuals with disabilities to benefits and programs that address economic security. This includes advancing national strategy, capacity-building efforts, and policy guidance that promote efficient, person-centered care transitions, reduce enrollment barriers, and strengthen cross-program alignment between Medicare and Medicaid.
The Associate Director collaborates with internal staff and external partners to tell the story of these initiatives, share findings, and elevate the voices of vulnerable older adults and the organizations that serve them.
Positions at this level typically report to a director and require advanced knowledge and experience as well as some management capabilities. Incumbents are required to make independent judgements within their scope of work and require minimal oversight. Incumbents generally have five or more years of experience in their discipline and a bachelor’s degree or the equivalent, as well as substantive experience at this level.
Graduate level degrees may be considered in lieu of experience.
- Co-coordinate technical assistance (TA) and training on topics such as Medicare, Medicaid, MSPs, and other key programs impacting low-income older adults.
- Provide ongoing support and guidance to SHIPs, AAAs, ADRCs, BECs, and other entities engaged in care coordination and benefits enrollment activities.
- Develop and disseminate training materials, resource guides, and technical documentation on topics such as:
- Medicare Savings Programs and Extra Help eligibility and application processes.
- Dual-eligibility and the coordination of Medicare and Medicaid benefits.
- Policy changes impacting enrollment, redeterminations, or benefit access.
- Participate in the development of an integrated care management online tool and oversee the piloting and implementation across the network.
