Human Services Clinician III (Team Lead)

The Aging and Disability Services Division (ADSD) of the Department of Human Services is hiring an experienced Human Services Clinician III (Team Lead) for the Aging and Disability Resource Center (ADRC). The ADRC is a part of Arlington's Agency on Aging (AAA) and serves as the No Wrong Door (NWD) point of entry for information, referrals, options counseling, and emergency assistance for older adults, people with disabilities and their caregivers.

The ADRC HSC III role combines clinical expertise, program management, and administrative oversight to ensure the effective delivery of services and compliance with state and local regulatory requirements.

Specific duties include:

• Providing clinical leadership, program support, and operational oversight for the Aging and Disability Resource Center (ADRC), including ensuring adequate intake coverage, facilitating clinical coordination meetings, conducting comprehensive intake assessments, and maintaining a caseload of short-term case management clients;
• Delivering information, assistance, and person-centered guidance through intake and assessment processes; developing comprehensive service plans and providing referrals to appropriate community resources through both in-person and telephone-based interactions;
• Compiling, analyzing, and preparing monthly program data and narrative reports, including summaries of service trends, notable events, compliance concerns, performance outcomes, and policy or procedural changes;
• Partnering with the ADRC Supervisor and Area Agency on Aging (AAA) Director to evaluate service delivery models, identify gaps in services, and develop innovative approaches to enhance program effectiveness and client outcomes; and
• Collaborating with Quality Assurance staff to ensure the accuracy, completeness, and timeliness of case documentation and to maintain compliance with local, state, and federal reporting requirements and program standards.

The ideal candidate is a seasoned human services professional who combines strong clinical expertise in aging, disability, and case management services with demonstrated program administration and leadership skills. This individual is equally comfortable providing direct client support, guiding professional staff, analyzing program data, and contributing to strategic program development.

Minimum Qualifications:

• A Master's Degree in Social Work, Counseling, Psychology, or other directly related clinical discipline, all of which required a clinical practicum involving diagnostic, treatment, and case management services;
• Three years of post-Master's Degree experience providing professional clinical social work services, which included the application of diagnostic, treatment, and case management services. The above experience must include at least one year providing services to older adults with disabilities, caregivers and their families, adults experiencing homelessness, and/or older adults with mental health and substance use disorders.

Substitution(s):
Directly related higher level clinical degrees may substitute for the Master's Degree education requirement and 1 year of experience.

Qualifications:

Preference may be given to applicants with experience in one or more of the following:

• Licenses/Certifications:
  
  Licensure by the appropriate board of Virginia Department of Health Professions, preferred, not required;
• Extensive post-master's degree experience providing professional clinical human services clinician work services assisting older adults, persons with disabilities, and caregivers with accessing long-term support and aging services;
• Knowledge and experience with an ADRC, Agency on Aging (AAA), adult services and/or adult protective services, case management, care coordination, and clinical service delivery to adults age 60+ and/or adults with disabilities;
• Experience with a No Wrong Door system of record and/or Peer Place electronic database.
