OVERVIEW

iTech AG is seeking a Senior Service Now Developer - SPM to support federal programs by designing, developing, and enhancing Service Now Strategic Portfolio Management (SPM) solutions in secure, scalable, and compliant environments. This role serves as a senior technical contributor responsible for implementing and supporting Service Now SPM capabilities including Idea Management, Demand Management, Project Portfolio Management (PPM), Goals Framework, Resource Management, IT Financial Management (ITFM), and Agile integrations.

The ideal candidate brings strong hands-on Service Now development and configuration experience across the SPM suite, with the ability to translate complex business and portfolio management requirements into scalable, maintainable platform solutions. This role requires collaboration with architects, product owners, business stakeholders, and Agile delivery teams to modernize portfolio governance, planning, investment tracking, and enterprise delivery capabilities across federal organizations.

ROLES AND RESPONSIBILITIES

• Design, develop, configure, and enhance Service Now SPM solutions to support federal program and portfolio management requirements.

• Implement and support Service Now SPM modules including Idea Management, Demand Management, Project Portfolio Management (PPM), Goals Framework / Strategic Planning, Resource Management, IT Financial Management (ITFM), and Agile Development and SAFe-aligned delivery capabilities.

• Configure project intake, portfolio governance workflows, investment tracking, roadmaps, scoring models, and approvals.

• Develop and maintain custom applications, workflows, business rules, UI policies, Flow Designer automations, and integrations.

• Configure and enhance resource planning, capacity management, and financial tracking capabilities across programs and portfolios.

• Design and support integrations between Service Now and Agile delivery tools such as Jira and Azure Dev Ops (ADO).

• Collaborate with Service Now Architects and business stakeholders to implement scalable, standards-based SPM solutions.

• Support strategic reporting, dashboards, KPIs, and executive work spaces for portfolio visibility and decision-making.

• Participate in Agile and SAFe ceremonies including PI Planning, sprint planning, demos, reviews, and retrospectives.

• Perform code reviews and ensure adherence to development standards, platform governance, and best practices.

• Support platform upgrades, patching, and performance optimization activities.

• Troubleshoot and resolve platform defects, integration issues, and production support requests.

• Ensure configurations and customizations align with federal security, compliance, and accessibility requirements.

• Contribute to technical documentation, knowledge transfer, and cross-team collaboration.

• Support organizational change management and user adoption efforts for SPM capabilities.

• Other duties as assigned.

MINIMUM QUALIFICATIONS

• 5+ years of hands-on Service Now development experience.

• 3+ years of experience implementing or supporting Service Now SPM capabilities.

• EA/APM implementation experience is preferred.

• Strong experience configuring and developing within Idea Management, Demand Management, Project Portfolio Management (PPM), Goals Framework / Strategic Planning, Resource Management, and IT Financial Management (ITFM).

• Experience integrating Service Now with Jira and/or Azure Dev Ops (ADO).

• Strong experience developing custom Service Now applications and platform configurations.

• Proficiency with Service Now scripting including JavaScript, Glide APIs, Script Includes, and Flow Designer.

• Experience working in Agile or SAFe delivery environments and strong analytical, troubleshooting, and problem-solving skills.

EDUCATION AND CERTIFICATIONS

• Bachelor's degree.

• Service Now Certified System Administrator (CSA)

• Service Now Certified Implementation Specialist (CIS) - Strategic Portfolio Management (SPM).

PREFERRED QUALIFICATIONS

• Service Now Certified Application Developer (CAD)
