Position: Data Governance Auditor & Policy Analyst With Active Secret Clearance

Q2 Consulting Solutions is seeking a highly qualified Data Governance Auditor & Policy Analyst to support Department of Defense (DoD) data governance, interoperability, and information-sharing initiatives. The successful candidate will be responsible for auditing, maintaining, and ensuring compliance of critical governance documentation, including Information Sharing Agreements (ISAs), Interface Control Documents (ICDs), Memorandums of Understanding (MOUs), Memorandums of Agreement (MOAs), data standards, policies, and related governance artifacts.

This position serves as a key liaison between business stakeholders, system owners, cybersecurity teams, data stewards, and government leadership to ensure that data-sharing agreements, system interfaces, and governance policies remain current, compliant, and aligned with mission requirements and DoD regulations.

Key Responsibilities
  • Conduct comprehensive audits and reviews of DoD data governance documentation, including:
  • Information Sharing Agreements (ISAs)
  • Interface Control Documents (ICDs)
  • Memorandums of Understanding (MOUs)
  • Memorandums of Agreement (MOAs)
  • Data Use Agreements (DUAs)
  • Data Governance Charters
  • Data Standards and Metadata Documentation
  • Data Dictionaries and Business Glossaries
  • Establish and maintain document inventories, review schedules, and governance tracking mechanisms to ensure all documentation remains current and compliant.
  • Identify expired, outdated, incomplete, or non-compliant agreements and coordinate updates with stakeholders.
  • Analyze data-sharing relationships between organizations, systems, and external partners to ensure appropriate governance controls are documented and approved.
  • Develop and maintain governance policies, standard operating procedures (SOPs), and compliance frameworks supporting DoD data management objectives.
  • Review system documentation and data exchange requirements to validate consistency between architecture documentation, ICDs, and operational implementations.
  • Coordinate with cybersecurity, RMF, privacy, legal, and acquisition personnel to ensure governance artifacts align with applicable requirements.
  • Track governance-related risks, issues, dependencies, and remediation activities.
Required Qualifications
  • Bachelor's degree in Information Systems, Data Management, Public Policy, Business Administration, Computer Science, or related discipline.
  • Minimum 5 years of experience supporting federal government or DoD programs in data governance, policy analysis, systems documentation, enterprise architecture, or information-sharing initiatives.
  • Demonstrated experience reviewing and maintaining:
  • Information Sharing Agreements (ISAs)
  • Interface Control Documents (ICDs)
  • Memorandums of Understanding (MOUs)
  • Memorandums of Agreement (MOAs)
  • Experience auditing documentation for accuracy, completeness, compliance, and currency.
  • Knowledge of data governance frameworks, metadata management, data stewardship, and information lifecycle management.
  • Familiarity with enterprise architecture concepts and system interoperability documentation.
  • Strong analytical, organizational, and technical writing skills.
  • Ability to engage senior government leadership and facilitate cross-organizational coordination.
Preferred Qualifications
  • Experience supporting DoD, Joint Staff, Combatant Commands, Defense Agencies, or Intelligence Community organizations.

  • Configuration Management Processes
  • Records Management Requirements
Security Requirements
  • Active Secret Security Clearance required.
  • Must be eligible and willing to obtain a Top Secret Security Clearance
    .
  • Ability to maintain access to classified and sensitive government systems and information.
