OTOT Technologies is seeking a hands‑on senior COBOL developer to support some of the IRS's most critical tax processing systems, with a mix of enhancement work, legislative updates, production support, testing, and integration with modernized applications.
The systems are primarily large‑scale mainframe applications that support taxpayer account processing, compliance, and filing season operations.
The role is focused on full lifecycle support of legacy COBOL applications, including requirements analysis, design, development, testing, deployment, and production support. Day‑to‑day work would involve analyzing change requests, implementing COBOL/CICS/DB2 enhancements, supporting legislative changes and filing season updates, troubleshooting production issues, resolving defects, participating in integration testing, and helping deploy releases into production. There is also involvement in modernization efforts where legacy COBOL systems integrate with newer Java‑based applications and APIs.
The environment uses COBOL, CICS, DB2, JCL, Endevor, Eclipse/RDz, File Manager, IBM Debugger, Service Now, Jira, and Agile delivery processes. Experience with IRS systems, Business Master File concepts, or CFOL command codes are ideal but not required. Strong mainframe development experience is essential.
SystemsDevelop and maintain critical components of the umbrella projects which include:
Business Master File Research & Support A (BMFRES-A), Business Master File Research & Support B (BMFRES-B), Mail Labels and Media Support (MLMS), Federal State (FEDSTATE), Individual Master File Research & Support (IMFRES), Information Return Master File Research & Support (IRMFRES), Withholding Compliance System (WHCS), National Research Program (NRP), and Organization Program Series for Service Center Work Planning and Control (OP500) all of which have several sub‑projects.
- Implementing development activities, code modifications, and testing efforts, including analysis, development, testing, and deployment of Filing Season work-requests, Filing Season O&M support, One Big Beautiful Bill Act (OB3) & Trump Account efforts, and Mid-Year changes.
- Performing corrective maintenance and rapid service restoration by identifying and correcting design, logic, or coding defects; triaging and resolving P1/P2 Service Now tickets; and building, testing, and deploying corrective changes (e.g., repairing malfunctioning web services) to restore system functionality as quickly as possible.
- Legislative initiatives requiring Filing Season, Mid-Year, and Tax-Year modifications; all mandatory and statutory updates (OB3, Trump Accounts, etc.).
- Designing, developing, testing, and deploying changes for legacy and modernized systems, and planning, building, scheduling, and testing applications (e.g., SQL, Java, NET, Visual Basic, HTML, XML) in accordance with established lifecycle processes.
- Integrating IRS enterprise application systems and infrastructure; enabling application interoperability through common business processes and shared APIs; and developing solutions to cross-system integration issues.
- Lead analysis, design, development, testing, and deployment of COBOL/CICS/DB2 applications supporting IRS MFRA systems.
- Perform production support, defect resolution, Filing Season updates, legislative changes, and O&M activities.
- Support FIT testing, code remediation, implementation activities, and post‑production support.
- Develop and maintain OneSDLC documentation and technical artifacts.
- Provide troubleshooting, performance tuning, and mentoring to IRS staff.
- Minimum 8 years of COBOL, CICS, and DB2 experience.
- Experience supporting large IBM mainframe environments.
- Knowledge of JCL, Endevor, File Manager, IBM Debugger, Jira, and IBM ELM.
- Bachelor's degree in Computer Science, Information Technology, or related field.
Location:
Primarily remote with required onsite reporting at least once a month and additional onsite attendance as required by operational requirements, client needs, and mission support activities.
