This opportunity resides with All-Domain Operations (ADO), a business group within HII’s Mission Technologies division. All-Domain Operations comprises multi-domain operations, platforms and logistics, and intelligence operations. HII designs, develops, integrates and manages the sensors, systems and other assets necessary to support integrated ISR operations and accelerated decision-making. With data fusion and mission management capabilities for the Department of Defense, the combatant commands and the intelligence community, HII advances the mission around the globe.

Summary

HII Mission Technologies is seeking an Anti-Tamper / Critical Program Information SME to work onsite at the Pentagon. The AT/CPI SME3 provides senior‑level expertise to the DoD Anti-Tamper Executive Agent (ATEA). This role supports strategy development, policy and guidance creation, and enterprise protection planning to ensure (Use the "Apply for this Job" box below). Critical Program Information (CPI) are safeguarded across DoD programs.

What You Will Do
  • Support the DoD Executive Agent for Anti‑Tamper with policy development, exportability guidance and enterprise‑wide AT planning in support of exportability.
  • Advise senior DoD leaders and the DoD AT Enterprise (consisting of the EA and the services) on how to optimally integrate policy with processes driven by Exportability Reform, Acquisition Transformation and Tech Release/Force Disclosure Reform.
  • Advise senior DoD leaders and the DoD AT Enterprise (consisting of the EA and the services) on how to optimally implement exportability strategies as a result of:
    • New & updated Executive Orders
    • New & updated Office of Secretary of War (OSW) (Research & Engineering) Program Protection & CPI guidance and policies (DODI 5000.83)
    • New & updated OSW (Acquisition & Sustainment) acquisition processes with Defense Exportability Features (DODI 5000.85)
  • Advise senior DoD leaders and the DoD AT Enterprise (consisting of the EA and the services) on CPI requirements, program protection strategies, AT modernization, and compliance with DoD policy.
  • Assist with CPI evaluations for non-program-of-record programs.
  • Support the performance of horizontal protection analyses to identify vulnerabilities and cross-program protection gaps for exportability in accordance with DoDI 5230.28.
  • Author program protection documentation, risk assessments, white papers, technical reports, acquisition documentation, and leadership briefings and decision‑support materials tailored for senior leadership and the ATEA.
  • Advise on the identification, classification, and protection of Critical Program Information across RDT&E programs in accordance with DoDI 5200.39 and DoD policy. Advise on and optimize how the DoD ATEA, specifically as directed under the DoDD 5200.47E, integrates with these processes.
What We're Looking For
  • 9 years relevant experience with Bachelors in related field; 7 years relevant experience with Masters in related field; 4 years relevant experience with PhD or Juris Doctorate in related field; or High School Diploma or equivalent and 13 years relevant experience.
  • U.S. Citizen with active TS/SCI clearance and SAP eligibility.
  • Demonstrated expertise in technology protection technologies, CPI identification and protection, and DoD acquisition processes.
  • Strong knowledge of AT policy, threat analysis, counterintelligence principles, cryptographic/communications security, and technology maturity assessments.
  • Excellent written and verbal communication skills, including experience briefing senior leadership.
  • Ability to manage multiple priorities and work across diverse organizations.
  • Ability to synthesize highly complex problems and reduce to actionable tasks.
Preferred Experience
  • Minimum 15 years of experience in defense, intelligence, acquisition, or related fields.
  • Defense Acquisition Workforce Improvement Act (DAWIA) certifications in Program Management, Engineering, or Test & Evaluation.
