- Enter the website's address and select Allow

The Office of the Deputy Assistant Secretary of the Army for Defense Exports and Cooperation (DASA DE&C) manages the Army's Security Assistance and Armaments Cooperation programs that engage allies and partners across the full spectrum of Army acquisition to achieve force dominance. We lead the U.S. Army Security Assistance Enterprise (ASAE), providing leadership, resource management and policy oversight. We build the capabilities of allies and partners, strengthen relationships with our foreign partners, and strengthen the U.S. industrial base.
Position Overview
We are recruiting a highly experienced Technology Security and Foreign Disclosure (TSFD) Subject Matter Expert to provide expert-level support to the DASA DE&C. In this role, you will be instrumental in all aspects of technology security, foreign disclosure, and export control, ensuring efficient and compliant international activities. You will provide critical analysis, recommendations, and preparatory assistance for the transfer of military and dual-use technologies.
The ideal candidate will possess deep expertise in U.S. export control regulations and the DoD's foreign disclosure process and will be responsible for staffing technology transfer requests with appropriate Army organizations. This headquarters-level position requires a blend of technical acumen, policy expertise, and the ability to navigate complex international security issues.
In this role, you will serve as a key integration point, requiring extensive collaboration with a wide range of stakeholders. The candidate is expected to build and maintain robust working relationships with key partners within Army Program Executive Offices (PEOs), across various Department of War (DoW) agencies, and with interagency partners at the Departments of State, Commerce, and beyond. Success in this position is heavily dependent on actively engaging with U.S. industry partners to understand capabilities and challenges, while also coordinating directly with foreign government counterparts and collaborating closely with internal DASA DE&C team members to achieve mission objectives.
Core Duties and Responsibilities
1. Technology Transfer and Disclosure Support
- Provide expert support for international disclosure and technology transfer actions, including Exceptions to National Disclosure Policy (ENDP), Tri-Service Committee briefings, and Missile Technology Control Regime (MTCR) reviews.
- Assist in the review and processing of Data Exchange Agreements (DEAs), Technical Assistance Agreements (TAAs), and Manufacturing License Agreements (MLAs).
- Analyze and prepare documentation for International Cooperative Development efforts and other actions in support of Army Security Assistance Programs.
- Conduct administrative and technical assessments of commercial export applications (USML and CCL), developing well-supported recommendations on technology transfer for Government approval.
- Assist with munitions license processing for hybrid Direct Commercial Sales (DCS)/Foreign Military Sales (FMS) programs to ensure appropriate control of Army-related systems and technologies.
2. Documentation and Compliance
- Manage and maintain documentation related to international technology transfer, DCS, and acquisition programs, including ITAR exemptions, export policy statements, and Delegation of Disclosure Letters (DDLs).
- Review Army security cooperation, technology transfer, and disclosure documentation to assess compliance with DoD and Army directives governing the release of information.
- Support periodic reviews of the munitions control coordination process with Program Management Offices (PMOs) to ensure compliance with ITAR, EAR, NDP-1, and other applicable regulations.
