The Data Analyst supports the Office of Head Start (OHS) National Customer Service Improvement Project (CSIP) by collecting, integrating, analyzing, interpreting, and reporting data that supports grants management, program oversight, operational performance, and executive decision-making. This position conducts quantitative and qualitative analyses, develops recurring and ad hoc reports, identifies trends and performance indicators, and produces actionable insights that improve program operations and customer service.
The Data Analyst collaborates with Federal staff, Data Engineers, Data Management Specialists, and Program Support Specialists to transform data into meaningful information that supports evidence-based decision-making across OHS Regional and Central Offices.
- Collect, compile, validate, analyze, and interpret quantitative and qualitative data supporting OHS program operations.
- Develop recurring and ad hoc analytical reports supporting grants management, program oversight, and operational decision-making.
- Perform statistical analyses using approved Federal tools including Excel, Python, R, SQL, and related analytical software.
- Conduct qualitative analyses of grant applications, budgets, monitoring reports, correspondence, surveys, and other program documentation.
- Identify trends, anomalies, performance indicators, risks, and opportunities for operational improvement.
- Prepare executive summaries, memoranda, briefing materials, correspondence, presentations, and analytical reports.
- Develop management information reports supporting Regional Offices, Central Office, and executive leadership.
- Support information collection activities including survey design, interview protocols, data collection instruments, and reporting.
- Perform data validation and quality assurance activities.
- Support development of dashboards and visualizations in collaboration with Data Visualization Specialists.
- Track and respond to recurring and ad hoc data requests.
- Document analytical methodologies, assumptions, and data sources.
- Contribute to business process improvement initiatives through data-driven recommendations.
- Support implementation of AI-assisted analytical methods consistent with Federal policies.
- Ensure compliance with HHS, ACF, OHS, privacy, and information security requirements.
Qualifications
- At least 3 years of relevant post-baccalaureate professional experience directly related to the task activities.
- Strong analytical and critical thinking skills.
- Experience with reporting analytical findings.
- Experience working with data layers.
- Experience with qualitative data analysis.
- Early childhood knowledge preferred.
- Experience supporting OHS or ACF.
- Experience with HSES, AMS, Grant Solutions, Smartsheet, and Smart Flow.
- Experience supporting Federal grants management reporting, statistical analysis, survey implementation, GIS, Tableau, Power BI, Python, R, SQL, and AI-enabled analytics.
At least a Bachelor's in Statistics, Mathematics, Economics, Data Science, or related field from an accredited university or college.
