Description

The Data Management Specialist supports the Office of Head Start (OHS) National Customer Service Improvement Project (CSIP) by maintaining the integrity, quality, organization, and accessibility of data used to administer Head Start grants and support program operations. This position is responsible for data quality assurance, data governance, records management, workflow tracking, metadata management, and maintenance of data assets that support grants management, customer service, and program oversight.

The Data Management Specialist works collaboratively with Federal staff, Data Engineers, Data Analysts, and Program Support Specialists to ensure accurate, secure, and timely management of information supporting OHS Regional and Central Office operations.

Responsibilities
  • Maintain and update data assets supporting Head Start grants management and program operations.
  • Perform data quality assurance reviews to ensure the accuracy, completeness, consistency, and integrity of information maintained within Federal systems.
  • Support maintenance of Smart Flow and other workflow management solutions utilizing Smartsheet and other approved technologies.
  • Maintain records supporting grant administration, workflow tracking, correspondence, monitoring activities, and operational reporting.
  • Create, organize, maintain, and validate metadata supporting enterprise data management.
  • Review integrated data from HSES, Grant Solutions, AMS, TTA Hub, and other Federal systems to identify inconsistencies and recommend corrective actions.
  • Support data integration activities by validating imported and transformed data.
  • Perform data cleaning, reconciliation, validation, and quality control activities.
  • Maintain documentation supporting data governance, records management, metadata standards, and business processes.
  • Support recurring and ad hoc reporting activities by preparing, validating, and organizing source data.
  • Assist with maintaining dashboards, reports, workflow trackers, and management information products.
  • Support development of data governance policies and quality assurance procedures.
  • Coordinate with technical and program staff to resolve data discrepancies.
  • Maintain official electronic records in accordance with Federal records management requirements.
  • Support business process improvement initiatives.
  • Ensure compliance with HHS, ACF, OHS, and Federal information security requirements.
Qualifications
  • At least 3 years of relevant post-baccalaureate professional experience directly related to the task activities.
  • Data quality assurance and validation.
  • Data governance principles knowledge.
Preferred Qualifications
  • Experience supporting OHS or ACF.
  • Experience with HSES, AMS, Grant Solutions, Smartsheet, and Smart Flow.
  • Experience with Federal records management, metadata management, data governance, and workflow management.
  • Experience supporting Federal grants management and business process improvement.
Education and Experience

At least a Bachelor's in Information Management, Library Science, or related field from an accredited university or college.
