We are seeking a Security Specialist – Insider Threat to join the F-35 program in Arlington, Virginia. The F-35 Joint Program Office (JPO) leads life-cycle management of the F-35 Lightning II, the fifth-generation joint strike fighter serving the U.S. Air Force, U.S. Navy, U.S. Marine Corps, Cooperative Program Partners (CPP), and Foreign Military Sales (FMS) customers across multiple classification levels.
Support includes Controlled Unclassified Information (CUI), Special Access Programs (SAP), North Atlantic Treaty Organization (NATO), and Sensitive Compartmented Information (SCI). The F-35 JPO Security Directorate provides full-spectrum, multi-disciplined security support to protect F-35 technology and information across the enterprise and throughout the acquisition and sustainment lifecycle, spanning Continental United States (CONUS) and overseas operations globally.
- Implement and administer the F-35 JPO Counter Insider Threat (CIT) program in accordance with DoD Instruction 5205.16, The DoD Insider Threat Program, and DoDM 5205.16, DoD Insider Threat Program Implementation Procedures
- Conduct behavioral analysis and identify potential insider threat indicators in support of the F-35 JPO Insider Threat Working Group and Program Protection Plan (PPP)
- Maintain CIT case management records and coordinate referrals to Law Enforcement (LE) and Counterintelligence (CI) as required under applicable DoD and Intelligence Community guidance
- Develop, maintain, and deliver CIT awareness training and education programs to F-35 JPO Government and contractor personnel
- Support Supply Chain Risk Management (SCRM) activities related to insider threat detection and personnel reliability across the F-35 enterprise
- Coordinate with National Insider Threat Task Force (NITTF) and DoD CIT Hub requirements on behalf of the JPO in accordance with DoD national minimum standards
- Assist with Program Access Request (PAR) adjudication reviews and personnel reliability assessments as they relate to insider threat indicators
- Master's Degree in Security Management, Psychology, Criminal Justice, or a related discipline, OR Bachelor's Degree plus four (4) years of additional work experience in insider threat, counterintelligence, or personnel security
- A minimum of ten (10) years of experience implementing DoD insider threat programs or performing counterintelligence, personnel security, or behavioral threat assessment functions
- Demonstrated knowledge of DoD Instruction 5205.16 and DoDM 5205.16 insider threat program requirements and NITTF national minimum standards
- Experience with DoD CIT case management systems and behavioral analysis methodologies applied in a multi-classification program environment
- Insider Threat Professional (ITPRO) certification or equivalent recognized CIT certification preferred
- Top Secret/SAR/SCI clearance required
